A. OVERVIEW, BIDDER QUALIFICATIONS, AND CONTRACT TERM

1. Purpose and Background

This Competitive Solicitation is issued to assist the Washington State Department of Children, Youth & Families (DCYF) in seeking qualified Contractor(s) to provide on-going training and technical assistance for the Strengthening Families Washington (SFWA) Perinatal Mental Health initiative.

The goal of the Strengthening Families Washington Perinatal Mental Health initiative is to increase capacity within communities to recognize, support and/or refer families to appropriate support for perinatal mood and anxiety disorders among individuals and organizations that interact with families across non-clinical contexts in the community (e.g., childcare, family support programming, etc.). Each funded community works to establish easy pathways for families to be screened for perinatal mood and anxiety disorders and to refer families to more clinical interventions when appropriate.

A perinatal mood or anxiety disorder is one of the most common complications for families in the perinatal period, affecting nearly 20% of all families. However, screenings for these disorders are minimal. In addition, public awareness of perinatal mood and anxiety disorders are limited. This project aims to promote the understanding that perinatal mental health experiences are a normal aspect of life.

Funded communities all operate with the same model, allowing only minor variations to reflect the needs of each focus population. Each funded community is responsible for building community supports through a Taskforce, operating a direct service component, creating and maintaining a resource and referral guide, participating in evaluation activities, and contract compliance activities. The communities also receive expert coaching and technical assistance, access to free training opportunities, and peer connections and learning opportunities.

To increase knowledge and capacity of community providers to recognize and respond to families experiencing a perinatal mood and anxiety disorder, this initiative also supports statewide training efforts. This includes offering 2-Day Perinatal Mood and Anxiety Disorder Overview trainings and 60-minute webinars that are open to any provider statewide, not just funded communities.

The training and technical assistance provider for the Strengthening Families Washington Perinatal Mental Health initiative would provide assistance to each of the funded communities as well as coordinating statewide training efforts in partnership with DCYF. The contractor selected through this funding opportunity will be responsible for providing funded communities with support in the operation of their community-based Taskforce meetings and activities as well as providing training and implementation support for support groups or one-on-one parent support programs. In addition, a contractor selected through this funding would need to provide trainings for both funded communities as well as statewide audiences. These activities may be provided directly by a contractor selected through this funding, or by approved subcontractors.

Competitive Solicitation RFQQ # 27-DCYF-EL-003 Page 6 of 33

The SFWA team within DCYF will administer and support this project. SFWA manages and supports programs that work towards building community and family strengths and promotes optimal child and youth development to prevent child abuse and neglect.

SFWA’s work is grounded in the Strengthening Families Protective Factors framework, which was developed by the Center for the Study of Social Policy.

Funding Availability

This project is supported by a federal Community-Based Child Abuse Prevention (CBCAP) grant to support child abuse and neglect prevention activities. CBCAP funding focuses on primary and secondary prevention of child abuse and neglect. The CBCAP definition of primary prevention is activities directed toward the community at large to prevent child abuse and neglect prior to it occurring. Secondary prevention is defined as services to families with one or more risk factors for child abuse and neglect prior to abuse or neglect occurring. These funds cannot be used to support direct services to families involved with child-welfare programs or to foster parents.

DCYF, in accordance with Washington law, encourages small and diverse businesses to compete for and participate in DCYF procurements as contractors and as subcontractors to awarded Bidders. See, e.g., RCW 39.19 (OMWBE certified businesses); RCW 43.60A.200 (DVA certified veteran-owned businesses); and RCW 39.26.005 (Washington Small Businesses).

In support of the state’s economic goals and to support a diverse supplier pool, DCYF has established the following voluntary numerical goals for DCYF Competitive Solicitations:

Ten percent (10%) Office of Minority and Woman-Owned Businesses;

One percent (1%) Veteran-Owned Businesses; and Twenty percent (20%) Washington Small Businesses.

Achievement of these goals is encouraged whether directly or through subcontractors.

2. Objective and Scope

Organizations will be expected to collaborate with DCYF to design services provided through the issued contract to support community-based providers who are not licensed or accredited as medical professionals or mental health professionals. The services provided include the following:

• Developing a detailed work plan to describe the work to be completed during the contract term, including activities, outputs, timeline, and staff roles.

• Providing universal knowledge and content expertise regarding Perinatal Mood and Anxiety Disorders to develop system level approaches through 4 1-hour webinars offered in partnership with DCYF.

• Provide support to funded communities who are currently engaged in community-building efforts related to Taskforce support and community planning.
