About this opportunity

The City of Pembroke Pines, located in Broward County, Florida, is seeking qualified firms to provide a comprehensive Supervisory Control and Data Acquisition (SCADA) system upgrade for its wastewater collection system. The procurement involves an all-inclusive SCADA package designed to integrate with the city's existing VTSCADA system, encompassing engineering, design, integration, and installation of a radio or cellular SCADA system to monitor and control 198 lift (pump) stations. The project will be implemented in phases, with the initial year focusing on 20 stations and the remaining stations to be completed within two subsequent years, contingent on approved funding. Proposers must submit a detailed technical approach demonstrating their ability to provide data sharing capabilities, system components, communication methods, and support capabilities. The non-mandatory pre-bid meeting was held on December 16, 2024, with questions due by January 31, 2025, and bid submissions required by February 18, 2025, at 2:00 pm. Bidders must provide a 5% bid security and will be evaluated based on their experience, technical expertise, and proposed solution's compatibility with the existing infrastructure.

There are no specific set-aside designations or restrictions on respondent types mentioned in the documentation. The existing infrastructure involves the current VTSCADA system, which the new SCADA solution must seamlessly integrate with, supporting both water system pressure monitoring and wastewater lift station operations. The estimated project cost is $1,960,000, with the city intending to award the entire project to a single vendor. Contractors must provide comprehensive insurance coverage, including general liability, workers' compensation, and auto liability, and comply with city ordinances such as non-discrimination policies and E-Verify requirements. The contract will include provisions for potential price adjustments based on a nationally recognized index and will require payment and performance bonds for 100% of the contract price. The successful vendor will be responsible for modernizing the city's lift station monitoring infrastructure through a phased approach, with monthly payments based on actual services performed.
