About this opportunity
The Texas Office of the Attorney General is issuing a Request for Proposal to solicit qualified vendors to provide comprehensive Service of Process (SoP) services for the Child Support Division across in-state, nationwide, and international locations. The procurement encompasses serving petitions and motions, providing qualified private process servers, offering tracking systems, filing service documents with local district courts, and delivering expert witness testimony and litigation support. Respondents must demonstrate company qualifications (35% of evaluation weight), propose comprehensive solutions (50% of evaluation weight), and submit competitive pricing (15% of evaluation weight). Required qualifications include proof of insurance with Commercial General Liability coverage of $500,000 per occurrence/$1,000,000 aggregate, Automobile Liability of $250,000 per person/$500,000 per occurrence, and Workers' Compensation coverage; three years of audited financial statements; current Dun & Bradstreet reports; and disclosure of any bankruptcy or litigation within the past seven and ten years respectively. The contractor must integrate with the OAG's Salesforce-based "Children Are My Priority" (ChAMP) system using web service integration with the National Information Exchange Model (NIEM) data dictionary and must be fully operational by August 31, 2026. The initial contract term runs through August 31, 2029, with two optional one-year renewal periods. The deadline for submission of questions is March 5, 2026 at 2:00 p.m. Local Time and March 17, 2026 at 2:00 p.m. Local Time, with the proposal response deadline of April 9, 2026 at 2:00 p.m. Local Time, and expected contract award in May/June 2026. Historical service volumes range from approximately 54,885 to 69,585 requests annually, though the OAG does not guarantee minimum volumes.
The RFP does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises, though respondents may claim various state and federal procurement preferences through Form I if they qualify as Texas Resident Bidders, service-disabled veterans, or meet other preference criteria. The current SoP contract expires August 31, 2026, and the RFP does not identify an incumbent contractor by name but indicates continuity of service is required. Respondents must comply with extensive security requirements, data protection standards, cybersecurity training, and mandatory background review procedures, including certification of compliance with antitrust laws, child support obligations, suspension and debarment status, E-Verify utilization, and restrictions on human trafficking. The RFP requires completion of multiple forms including Respondent Information (Form H), Execution of Offer/Proposal with ownership disclosures (Form A), Pricing (Form B), Past Performance References (Form C), Canceled Contract References (Form D), Business Continuity/Disaster Recovery Questionnaire (Form J), Key Staff Past Performance References (Form K), and various certifications regarding lobbying, liability release, and Texas product preferences. The estimated annual service volumes for bidding purposes include 50,000 Texas regular service items, 70 Texas rush service items, 2,500 Texas substitute service items, 1,000 national regular service items, 10 national rush service items, 100 national substitute service items, and one each of Hague countries and non-Hague countries international services; however, the OAG reserves the right to discontinue any line item at any time and does not guarantee these volumes will remain constant throughout the contract term.
