About this opportunity

Brevard County is seeking qualified contractors for the Save Our Indian River Lagoon Septic to Sewer project, which encompasses two distinct zones (O and P) involving sewer infrastructure improvements. Zone O focuses on extending an existing gravity sewer main on Shore View Drive, involving 172 linear feet of 8" PVC gravity sewer line, two sanitary sewer manholes, two 6" PVC sewer laterals, and associated roadway reconstruction. Zone P involves converting existing septic systems to gravity sewer along N. Riverside Drive, Rose Marie Lane, and Alamanda Court in Indialantic, including eight manholes, approximately 1,477 linear feet of 8" PVC gravity sewer, and eleven sewer services. The bid (B-7-25-57) will be opened on July 22, 2025, at 10:00 AM, with contractors required to commence work within ten calendar days of the Notice to Proceed. The project has a substantial completion timeline of 240 calendar days, with an additional 30 days allowed for final completion. Evaluation criteria will focus on responsiveness, contractor qualifications, and adherence to detailed specifications, with bidders required to submit a 5% Bid Bond and various compliance forms including E-Verify registration and Scrutinized Company affidavit.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises. Contractors must provide multiple insurance policies, including general liability ($1,000,000 per occurrence), auto liability ($1,000,000), workers' compensation, builders risk, and professional liability ($1,000,000 per claim). The total estimated budget is $180,943 for Zone O and $224,898 for Zone P, totaling approximately $405,841 for the entire project. Liquidated damages are set at $1,685 per zone per calendar day for delays beyond specified completion times. The project is funded through Brevard County's Save Our Indian River Lagoon (SOIRL) program and will require strict compliance with American Iron and Steel (AIS) requirements, environmental regulations, and local construction guidelines. Contractors will need to demonstrate technical expertise in municipal utility infrastructure construction and provide comprehensive documentation, including shop drawings, material certifications, and manufacturer specifications.
