About this opportunity
Montgomery County, Pennsylvania, on behalf of the Southeastern Pennsylvania Regional Task Force (SEPA RTF)—comprising Berks, Bucks, Chester, Delaware, and Montgomery counties and the City of Philadelphia—is issuing Request for Proposal (RFP) 26-33 to procure comprehensive emergency management training services. The vendor must deliver eight course offerings totaling approximately 211 contact hours, including two sessions of the L0950 All-Hazards Incident Commander Course (30 hours each), one session each of L0952 Public Information Officer Course (31 hours), L0964 Situation Unit Leader Course (31.25 hours), L0965 Resources Unit Leader Course (23.5 hours), L0969 Communications Unit Leader Course (25 hours), and two sessions of O0305 All-Hazards Incident Management Team (35 hours each). All trainings must be delivered in-person with virtual options available only for emergencies or accommodation purposes, scheduled on a monthly or bi-monthly basis across the five SEPA RTF counties with completion by June 30, 2027. The selected vendor must employ instructors approved by both the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Institute (EMI), provide PEMA and EMI-recognized certificates upon completion, accommodate up to 30 students per course, and deliver all required documentation including rosters, course agendas, pre-test and post-test results, and prerequisite certificates to the assigned SEPA RTF Training Coordinator. The vendor is responsible for providing both print and electronic course materials, activity supplies, primary and secondary delivery methods, and covering all costs for material shipping and participant lodging, transportation, and meals within the total contract budget. Proposals must be submitted electronically through the Montgomery County Procurement Portal by June 12, 2026, with questions due at least seven days prior to the closing date. Evaluation criteria include vendor technical qualifications, instructor experience, training delivery strategy, pricing, and references from at least three similar state, regional, or local projects.
The solicitation requires completion of mandatory submission forms in Appendix A, including a Public Disclosure Statement, Certification and Representations of Offerors, and Local, Small, and Diverse Business Concern Certification; failure to include these documents may result in proposal rejection as non-responsive. Vendors must certify compliance with Pennsylvania's Public Official and Employees Ethics Act, confirm they have not been suspended, debarred, or restricted from government contracting within the past five years, and represent the absence of organizational conflicts of interest. Diverse business vendors are required to provide third-party certification and identify applicable minority group classifications. No incumbent vendors or current contractors are identified in the procurement materials, and no existing infrastructure or technology integration requirements are specified. The total contract budget cannot exceed $110,000 for all trainings outlined in the Scope of Work. The contract term will be negotiated at award but defaults to one year from the Effective Date with extension options up to five years, and the County reserves the right to extend the term for up to three additional months. All contractors must maintain comprehensive insurance coverage including $1,000,000 per occurrence/$2,000,000 aggregate Commercial General Liability and Workers Compensation at Pennsylvania statutory limits, with the County named as an additional insured.
