About this opportunity
The County of Orange, OC Community Resources, is soliciting proposals for Senior Non-Emergency Medical Transportation Services across three Orange County service areas, with proposals due October 23, 2026 and questions due September 24, 2026 at 2:00 p.m. Eligible applicants qualify for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) preference, receiving up to an 8% preference adjustment.
The scope is demand-responsive, non-emergency medical transportation for seniors age 60 and older, including door-to-door or curb-to-curb service, wheelchair-accessible vehicles, full reservation and dispatch operations, client eligibility maintenance, and trip documentation. Service areas are geographically divided: North County (11 jurisdictions), South County (18 jurisdictions), and Central/West County (15 jurisdictions). Eligible trips serve medically necessary destinations—physician appointments, dialysis, chemotherapy, radiation therapy, dental, vision, and rehabilitation services—limited to 16 one-way trips per client per calendar month and 15 miles maximum one-way from client residence. A $2.00 user fee per trip applies unless waived for documented financial hardship. Contractors must meet all ADA requirements, implement 15-minute on-time pickup performance and 45-minute maximum shared-ride time, and maintain vehicles retired at 12 model years unless County-approved. All vehicles require daily pre-trip and annual safety inspections. Drivers must pass background checks, hold valid licenses, and complete training in defensive driving, passenger assistance, ADA compliance, elder abuse awareness, and de-escalation.
Planning estimates total $5.506 million across three service areas: North County $1.622 million (29.45%), South County $1.706 million (30.98%), Central/West County $2.179 million (39.57%). The model contract extends three years beginning July 1, 2027, with maximum amounts of $5.506 million (FY 2027-28), $5.484 million (FY 2028-29), and $5.450 million (FY 2029-30). Compensation uses Base Rate and Mileage Rate methodology per eligible completed one-way trip; no price increases permitted in year one, with subsequent increases capped at 3 percent and subject to County approval. Applicants must have minimum three years' experience, current SAM registration, D-U-N-S and UEI numbers, proof of insurance (including $1 million Commercial General Liability, $1 million Automobile Liability, $1 million Professional Liability, and $1 million Network Security & Privacy Liability), and audited financials if expending over $1 million annually. Evaluation uses three-phase scoring: Phase 1 written response (500 points), Phase 2 presentation/interview (400 points), Phase 3 cost proposal (100 points), with written responses capped at 30 pages. The Orange County Board of Supervisors must approve final award. All submissions are electronic only via the County's eProcurement Portal; facsimile and email proposals are not accepted.
