The County seeks demand-responsive, non-emergency medical transportation including door-to-door or curb-to-curb service, wheelchair-accessible vehicles, full reservation and dispatch operations, client eligibility maintenance, and trip documentation. Eligible trips serve medically necessary destinations such as physician appointments, dialysis, chemotherapy, radiation therapy, dental, vision, and rehabilitation services, limited to 16 one-way trips per client per calendar month and 15 miles maximum one-way from client residence. The question submission deadline is September 24, 2026, at 2:00 p.m., with proposals due October 23, 2026, at 2:00 p.m. The contract term extends three years beginning July 1, 2027, with maximum amounts of $5.506 million for fiscal year 2027-28, $5.484 million for 2028-29, and $5.450 million for 2029-30. Applicants may propose for one or multiple service areas, with each proposal scored separately based on established criteria.
Compensation uses a Base Rate and Mileage Rate methodology applied per eligible completed one-way trip, with no price increases permitted in year one and subsequent increases capped at 3 percent subject to County approval. A $2.00 user fee per trip applies unless waived for documented financial hardship. Planning estimates total $5.506 million across three service areas: North County $1.622 million (29.45%), South County $1.706 million (30.98%), and Central/West County $2.179 million (39.57%). The SNEMT program is funded through Tobacco Settlement Revenue and Measure M2 funds, with funding contingent on continued availability, annual appropriations, and Orange County Board of Supervisors approval. Applicants must have a minimum of three years' experience, current System of Award Management (SAM) registration, valid D-U-N-S and UEI numbers, proof of insurance including $1 million Commercial General Liability, $1 million Automobile Liability, $1 million Professional Liability, and $1 million Network Security & Privacy Liability, and audited financial statements if expending over $1 million annually. Evaluation uses three-phase scoring: Phase 1 written response (500 points), Phase 2 presentation/interview (400 points), and Phase 3 cost proposal (100 points), with written responses capped at 30 pages. Eligible applicants qualify for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) preference, receiving up to an 8% preference adjustment. The Orange County Board of Supervisors must approve the final award, and all submissions must be submitted electronically only via the County's eProcurement Portal.
