About this file
This is a Program Guide for the Senior Non-Emergency Medical Transportation (SNEMT) program administered by the County of Orange, California, establishing comprehensive operational, procedural, and administrative requirements for service delivery. The program provides demand-responsive, non-emergency medical transportation services to eligible residents age 60 and older within Orange County who lack alternative transportation options. Services are limited to medically necessary trips including physician appointments, dialysis, chemotherapy, radiation therapy, dental, vision, rehabilitation, and mental health services. The service area is divided into three geographic regions: North County (11 jurisdictions including Anaheim, Fullerton, and Yorba Linda), South County (18 jurisdictions including Irvine, Newport Beach, and San Clemente), and Central/West County (15 jurisdictions including Huntington Beach, Santa Ana, and Tustin). Eligible clients must be age 60 or older, reside within Orange County, require medically related transportation, and lack other reasonable transportation options. Trip parameters are limited to 16 one-way trips per calendar month and 15 miles maximum one-way distance from client residence, with exceptions available for life-sustaining services such as dialysis and chemotherapy when medically necessary and properly documented. The contract term extends three years beginning July 1, 2027, with planning estimates totaling $5.506 million across all three service areas: North County $1.622 million, South County $1.706 million, and Central/West County $2.179 million. Proposals were due October 23, 2026, with questions due September 24, 2026 at 2:00 p.m.
Compensation is structured using Base Rate and Mileage Rate methodology applied per eligible completed one-way trip, with no price increases permitted in the first contract year and subsequent increases capped at 3 percent subject to County approval. A $2.00 user fee per one-way trip applies unless waived due to documented financial hardship. Contractors must maintain fleet vehicles within or reasonably proximate to their assigned service area, with vehicles retired at 12 model years unless County-approved, and must conduct daily pre-trip inspections and annual mechanical inspections by ASE-certified mechanics. All drivers must pass background checks, maintain valid driver's licenses, and complete training in defensive driving, passenger assistance, ADA compliance, elder abuse awareness, and de-escalation techniques. Contractors must maintain minimum insurance coverage including $1 million Commercial General Liability, $1 million Automobile Liability, $1 million Professional Liability, and $1 million Network Security & Privacy Liability. Eligible applicants qualify for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) preference, receiving up to an 8% preference adjustment. Applicants must demonstrate minimum three years' experience in medical transportation services, current SAM registration, D-U-N-S and UEI numbers, and audited financials if expending over $1 million annually. Evaluation occurs in three phases: Phase 1 written response (500 points, maximum 30 pages), Phase 2 presentation/interview (400 points), and Phase 3 cost proposal (100 points), with final award approval by the Orange County Board of Supervisors. All submissions are electronic only via the County's eProcurement Portal; facsimile and email proposals are not accepted.
