About this file
This is a Planning Estimates exhibit for Senior Non-Emergency Medical Transportation Services solicited by the County of Orange, California through OC Community Resources. The County is requesting proposals from qualified firms to provide senior non-emergency medical transportation services across Orange County, divided into three service areas. The RFP is being conducted as a fully electronic submission process through the County's eProcurement Portal, with all questions and requests for interpretations due by Thursday, September 24, 2026, before 2:00 pm. The solicitation document does not specify site visits, bidders' meetings, award dates, or contract term details within this exhibit.
The planning estimates allocate funding across three service areas based on demographic indicators of transportation need, including senior population (age 60+), elderly population (age 85+), poverty levels (up to 100% of Federal Poverty Level), and seniors age 65+ with disabilities. Service Area 1 (North County) receives 29.45% of the budget ($1,621,871) covering 11 jurisdictions; Service Area 2 (South County) receives 30.98% ($1,705,861) covering 18 jurisdictions; and Service Area 3 (Central/West County) receives 39.57% ($2,178,597) covering 15 jurisdictions. The total planning estimates across all three service areas total $5,506,329. The County notes that these allocations are provided for planning purposes and do not guarantee actual service demand or funding levels. All demographic data was sourced from the U.S. Census Bureau's 2024 American Community Survey 5-year estimates.
