About this opportunity

The City of Pasadena is seeking a qualified contractor to perform a comprehensive seismic retrofit and minor ADA improvements for the Public Works Administration Building located at 233 W. Mountain St. The project scope includes removing interior finishes to expose and retrofit wall connections, installing additional anchor bolts to tie roof and floor diaphragms to tilt-up wall panels, reinforcing diaphragm ties and boundary elements, and providing seismic bracing for rooftop HVAC components. Additional work encompasses architectural renovations to the 2nd floor kitchen, 1st floor breakroom, parking lot ADA improvements, re-roofing, and associated carpentry. The project requires the contractor to support temporary relocation of city staff workstations and perform construction work exclusively outside normal business hours, specifically between 6:00 PM and 5:30 AM, Monday through Friday. A mandatory pre-bid meeting was held on February 2, 2023, at 10:00 am, with electronic bid opening scheduled for February 16, 2023, at 2:00 pm. The project timeline requires substantial completion within 120 working days, and bidders must possess a valid California contractors license (Class A or B), demonstrate a minimum of five years of business experience, and meet specific insurance and bonding requirements.

The contract is funded through two federal sources: the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) and the American Rescue Plan Act (ARPA) funds, which introduces specific compliance requirements for small, minority, and women-owned businesses. Contractors must follow six affirmative steps to maximize participation of disadvantaged enterprises, including placing qualified businesses on solicitation lists, dividing requirements into smaller tasks, and using services from the Small Business Administration and Minority Business Development Agency. The project emphasizes federal compliance, including Section 3 guidelines that require directing 25% of total labor hours to Section 3 workers and 5% to targeted Section 3 workers. While no specific incumbent vendor is mentioned, the project requires strict adherence to federal contract provisions, Davis-Bacon wage standards, and comprehensive reporting procedures. Contractors must complete multiple certification forms and comply with non-discrimination, equal employment opportunity, and labor standards regulations. Though a specific award value is not explicitly stated, the project involves a lump sum contract with potential financial penalties for non-compliance with federal and local requirements.
