About this opportunity
Scottsdale Unified School District #48 in Maricopa County, Arizona is soliciting proposals through a competitive Request for Proposal (RFP #27001) to establish a contract for Security Guard Services. The District, serving approximately 22,000 students across 29 school locations including elementary schools, middle schools, high schools, and administrative facilities, seeks to contract with qualified firm(s) to provide licensed, bonded, and insured security personnel for alarm response services during non-school hours (before 6:00 a.m., after 4:00 p.m., weekends, holidays, and school closures). The contractor must respond to approximately 45 alarm calls monthly with a maximum response time of 90 minutes from notification by the District's designated Alarm Monitoring vendor, inspect premises for signs of intrusion or vandalism, secure vulnerable access points if feasible, notify law enforcement if intrusion is verified, and submit written incident reports electronically within 24 hours of each response including dispatch time, arrival time, observations, actions taken, law enforcement involvement, and photographic documentation where available. Security personnel must hold current Arizona guard licenses, pass background checks meeting school district standards, be trained in alarm response procedures, and obtain fingerprint clearance cards. Proposals are due electronically through the Bonfire Portal by April 15, 2026, at 1:00 p.m. Arizona Time, with questions due by April 8, 2026, at 1:00 p.m. Arizona Time; evaluations occur April 16, 2026; and the contract is anticipated to be awarded May 12, 2026, with notice of award letters issued May 13, 2026. The initial contract term commences from the date of award through June 30, 2027, with an option to renew for up to four additional one-year terms. Evaluation will use a 1,000-point scoring system weighted as follows: cost (350 points), firm experience and qualifications (250 points), additional services and expertise (200 points), references with a minimum of three preferably from local school districts and governmental agencies (150 points), and compliance to proposal requirements (50 points); award will not be based on price alone or the lowest fees submitted.
The District has not designated any set-aside restrictions specifically for disadvantaged enterprises, though all responding vendors must comply with federal and state employment, anti-discrimination, and non-collusion requirements, maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and aggregate, and comply with Arizona minimum wage laws and immigration verification requirements. No incumbent contractors or current service providers are identified in the solicitation documents. Offerors must provide firm pricing for the initial contract term with payment terms of Net 30 days minimum, clearly separating per-alarm response fees, monthly retainer fees if applicable, hourly guard rates for as-needed services, holiday and overtime rates, and any additional charges; the District does not guarantee minimum purchases and reserves the right to make multiple awards to different vendors as determined advantageous to the District. The specific overall budget or award value is not disclosed in the solicitation documents, and the District explicitly states that the volume and quantities of services are unknown and that it does not guarantee minimum purchases during the contract period. All proposals must include indexed tabs with a table of contents, cover letter, statement of qualifications, explanation of service requirements, detailed technical responses, a minimum of three references, consultant information, and supporting exhibits, along with signed Offer and Acceptance Forms, a notarized Non-Collusion Affidavit, New Vendor Form, W-9 Form, Compliance Statement, Familial Relationship Disclosure Statement, Deviations and Exceptions Form, and Confidential Proprietary Submittal Form if applicable.
