About this opportunity
The Illinois State Board of Education is requesting quotes for a three-part e-learning series on data-driven student attendance improvement, with quotes due June 30, 2026. The RFQ carries a Small Business Enterprise preference — ISBE encourages SBE registration with the State of Illinois and reserves the right to reduce pricing if a lower bid is submitted.
The scope requires development and delivery of three e-learning sessions, each accommodating up to 100 participants, for a total reach of 300 educators during the 2026–2027 school year. Content must focus on evidence-based, tiered strategies to combat chronic absenteeism using team-based approaches. The platform must support breakout sessions and enable interaction among participants and presenters; acceptable platforms include Microsoft Teams, GoToMeeting, Zoom, or comparable major meeting platforms. The vendor must demonstrate that presented practices are evidence-based and provide evidence of at least five years of prior experience in this work. Contract performance runs from August 2026 through September 29, 2026, with specific delivery dates to be determined in consultation with ISBE.
The budget is $90,000, all expenses included in the quoted price with no price increases permitted after submission. Quotes must remain valid for 60 days from submission. ISBE reserves the right to award by item, portion, or total, and to reject any or all offers.
The vendor must maintain General Commercial Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, Auto Liability of $1,000,000 per occurrence, Workers' Compensation as required by law, and Professional Liability Insurance of $1,000,000 per claim / $1,000,000 annual aggregate for three years following final payment. Standard Illinois Certifications and the State's Standard Terms and Conditions for General Services contracts apply; vendors must comply with 34 mandatory certification provisions covering legal status, criminal history, financial obligations, labor practices, equal employment opportunity, drug-free workplace (for contracts exceeding $5,000 with employers of 25 or more), tax obligations, and cybersecurity directives.
