About this opportunity

West Virginia's Department of Administration, Purchasing Division, on behalf of its General Services Division, is soliciting quotes under CRFQ 0211 GSD2700000019 for safety and security system installation at four satellite buildings, with technical questions due November 19, 2026 at 12:00 p.m. EST and quotes due December 4, 2026 at 1:30 p.m. EST. Addendum No. 5 extended the question deadline and moved bid opening to December 4, superseding the November 10 closing set in Addendum No. 4.

Work is performed at Building 34 (100 Municipal Plaza, Weirton), Building 53 (153 West Main Street, Clarksburg), Building 54 (416 Adams Street, Fairmont), and Building 55 (130 Stratton Street, Logan). Administrative oversight and invoicing sit with the Department of Administration in Charleston. Scope covers new surveillance cameras (dome, fisheye, multi-head, and bullet types, with Building 53 specifying a 4MP to 12MP range), access control panels, card readers, electric strikes and door contacts, network video recorders, security network racks, fiber optic backbone, and UPS and battery backup. Building 34 includes roughly 25 cameras, 37 card readers, and four automatic door operators. Building 55 includes roughly 42 cameras, 50 card readers, and six panels. Building 54 integrates existing Schlage AD-300 wired locks through RS-485 communication, and Building 55 requires OSDP secure reader communications and reconnection of the existing fire alarm relay system. Building 34 must integrate with existing Department of Motor Vehicles and WV Lottery systems.

Existing access control must remain operational throughout migration, with doors cut over one at a time so none is unsecured or inoperable at day's end. Installers must certify all CAT 6 and fiber optic cabling with test reports, ground racks to building electrical ground, and label cables and devices to specification.

Vendors must complete the Exhibit A Pricing Page in its entirety, sign the offer, provide a FEIN, and submit the Addendum Acknowledgment Form covering Addendum Nos. 1 through 5. Failure to complete the pricing page or acknowledge addenda results in disqualification. Award goes to the responsive and responsible vendor offering the best value to the state. The mandatory pre-bid conference on October 22, 2026 and the October 27–30 site-visit window both preceded this posting. Bids go to the Purchasing Division at 2019 Washington Street East, Charleston, WV 25305. Buyer Tara Lyle handles inquiries at (304) 558-2544 or tara.l.lyle@wv.gov.
