About this opportunity
The City of Fort Myers Procurement Services Department is seeking multiple on-call contractors for a Sanitary Sewer Evaluation Survey Program focusing on underground utilities and infrastructure services. This Request for Statement of Qualification (RSQ 25-093) aims to establish a five-year contract for comprehensive utility and stormwater management system contracting services across Lee County. Contractors will be responsible for a wide range of projects including new construction of water/sewer lines, lift stations, manholes, storm drains, pipe and manhole repairs, rehabilitations, and related infrastructure work. Qualified contractors must hold valid Florida Underground Utility and Excavation Contractor licenses and have been in business for at least three consecutive years. The evaluation will consider multiple factors including the firm's project approach, personnel qualifications, experience, compliance with minority business enterprise policies, and local vendor preferences. Key dates include a question submission deadline of August 28, 2025, with proposal submissions due on September 11, 2025, and anticipated City Council approval on October 20, 2025. The contract is structured as a multiple-award, on-call agreement with no guaranteed minimum work volume, and work will be assigned through individual work orders.
The procurement opportunity includes several set-aside and diversity provisions, with specific requirements for Disadvantaged Business Enterprise (DBE) participation and a goal of 10.54% DBE involvement. Contractors must comply with Minority Business Enterprise (MBE) planned utilization requirements and provide documentation of their commitment to diverse vendor participation. The City emphasizes local preference, with additional points awarded to companies with a physical business address within Lee County, specifically 5 points for within Fort Myers city limits and 3 points for within Lee County. Build America, Buy America (BABA) provisions mandate the use of iron, steel, manufactured products, and construction materials produced in the United States for federally funded projects. While no specific contract value is explicitly stated, the on-call nature of the contract suggests potential for multiple project awards with varying scopes and budgets. Contractors must also complete mandatory certifications including E-Verify participation, lobbying disclosures, and compliance with federal and state regulatory requirements, with potential penalties for non-compliance.
