About this opportunity

The City of Murfreesboro, Tennessee (located in Rutherford County) is issuing Invitation to Bid ITB-23-2026 for sanitary landfill disposal services of biosolids sludge and screenings generated by the City's Water Resources Recovery Facility (WRRF). The procurement seeks a contractor to accept, transport, and dispose of biosolids and screenings at approved sanitary landfills located within 100 miles of the WRRF at 2032 Blanton Drive. The City expects to produce an average of six loads per day (ranging from zero to nine loads daily), with each load weighing approximately 20 tons. The contractor will be responsible for hauling services only, as the City will provide all 28-foot dump trailers and pay tipping fees directly to the landfills through separate agreements. Bidders must submit pricing on a per-load basis for Cedar Ridge Landfill and White County Landfill, with an optional third line item for an additional landfill site of the bidder's choice. The contractor must ensure deliveries occur between 6:00 a.m. and 4:30 p.m., Monday through Friday, and must provide documentation of state permits authorizing biosolids disposal. All costs—including labor, equipment maintenance, and other necessary services—must be included in the quoted per-load price. Sealed bids must be submitted electronically via OpenGov no later than February 25, 2026, at 2:00 p.m. CST, at which point bids will be publicly opened and read aloud via Zoom. Questions must be submitted through the OpenGov Question/Answer tab by February 18, 2026 (five business days prior to bid opening). The contract will have an initial one-year term with options to renew for up to three additional one-year terms, not to exceed four years total. Award will be made to the lowest responsive and responsible bidder, with distance to the landfill as an evaluation factor.

The procurement documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. However, the contractor must assume liability for all damage to City-owned equipment during use and maintain comprehensive insurance coverage, including commercial general liability ($2,000,000 combined single limit), workers' compensation, commercial auto liability ($1,000,000 per occurrence), environmental liability ($2,000,000), and umbrella coverage ($5,000,000). The contractor must also maintain copies of the Special Waste Application and approval letter as required by the State of Tennessee Department of Environment and Conservation, and comply with conditions outlined in the Notice of Special Waste Approval Transfer (Exhibit A), including documentation of waste amounts and dates, submission of updated Special Waste Recertification Forms between January 1, 2026, and July 1, 2026, and every third year thereafter, and adherence to restrictions on free liquids in disposed waste. All bids must remain firm for one year from submission, and City Council approval is required before any contract becomes effective. The bid documents do not specify an estimated award value or budget range, leaving the contract value dependent upon the volume of loads hauled and the per-load pricing submitted by responsive bidders.
