About this file
This is a bid response form for Invitation to Bid ITB-23-2026 issued by the City of Murfreesboro, Tennessee, for sanitary landfill disposal services of biosolids and screenings generated by the City's Water Resources Recovery Facility. The City seeks a contractor to provide hauling services transporting biosolids and screenings to approved sanitary landfills within 100 miles of the facility located at 2032 Blanton Drive. The City anticipates generating an average of six loads per day (ranging from zero to nine loads daily), with each load weighing approximately 20 tons. Bidders must submit sealed bids electronically via OpenGov no later than February 25, 2026, at 2:00 p.m. CST, with public bid opening and reading conducted via Zoom. Questions must be submitted by February 18, 2026. The contract will have an initial one-year term with options to renew for up to three additional one-year terms, not to exceed four years total. Award will be made to the lowest responsive and responsible bidder, with distance to the landfill as an evaluation factor.
Pricing must be submitted on a per-load basis for Cedar Ridge Landfill and White County Landfill, with an optional third line item for an additional bidder-selected landfill site. All costs including labor, equipment maintenance, and other necessary services must be included in the per-load price; the City provides trailers and pays tipping fees separately. Deliveries must occur between 6:00 a.m. and 4:30 p.m., Monday through Friday. The contractor must maintain comprehensive insurance coverage including commercial general liability ($2,000,000 combined single limit), workers' compensation, commercial auto liability ($1,000,000 per occurrence), environmental liability ($2,000,000), and umbrella coverage ($5,000,000), and assume liability for all damage to City-owned equipment. The contractor must provide copies of state permits from the Tennessee Department of Environment and Conservation authorizing biosolids disposal and comply with Special Waste Application requirements, including submission of updated recertification forms between January 1 and July 1, 2026, and every three years thereafter. All bids must remain firm for one year from submission, and City Council approval is required before any contract becomes effective.
