About this file

This document is a Notice of Special Waste Approval Transfer issued by the State of Tennessee Department of Environment and Conservation, Division of Solid Waste Management, to the Murfreesboro Water Resource Recovery Facility. The notice approves the transfer of special waste disposal authorization for dewatered biosolids sludge from the Middle Point Landfill to the Cedar Ridge Landfill, effective May 9, 2025. The facility is authorized to dispose of up to 140 tons of dewatered biosolids sludge daily at Cedar Ridge Landfill. The approval is contingent upon compliance with specific conditions including maintenance of documentation by both the facility and landfill operator, record-keeping of waste amounts and receipt dates, and submission of updated Special Waste Recertification Forms to the Environmental Field Office between January 1, 2026, and July 1, 2026, with subsequent recertification required every three years thereafter. The approval remains valid only for the waste characteristics described in the original application, and any changes to the waste composition or process would require submission of a new Special Waste Application.

Key conditions of the approval include prohibition of free liquids in the disposed waste and the requirement that both Murfreesboro Water Resource Recovery Facility and Cedar Ridge Landfill maintain copies of the Special Waste Application and approval letter for the duration of waste generation and management. The facility must recognize that the landfill operator retains the right to refuse acceptance of special waste despite written DSWM approval. The original approval letter for Middle Point Landfill (7504202017R2) remains valid should the facility choose to continue disposal at that location. The approval was signed by Environmental Consultant Donovin Mulvaney and Environmental Field Office Manager Steven D. Wintheiser on May 9, 2025.

RE: NOTICE OF SPECIAL WASTE APPROVAL TRANSFER

Disposal of Dewatered biosolids sludge into the Cedar Ridge Landfill SNL590000238

Evaluation Number: 5904202017R2T

Dear Mr. Strickland:

Rule 0400-11-01-.01(4)(c)6 of the Solid Waste Processing and Disposal Regulations, promulgated under the authority of the Tennessee Solid Waste Disposal Act, allows “a special waste generator to transfer special waste approval from one facility to another.”

Murfreesboro Water Resource Recovery Facility applied in a May 7, 2025, certified Special Waste Transfer

Application to the Division of Solid Waste Management (DSWM) for approval to transfer the June 8, 2023, special waste approval for Dewatered biosolids sludge from the Middle Point Landfill to the Cedar Ridge

Landfill.

Based on the information provided in the May 7, 2025, certified Special Waste Transfer Application, and the original approval letter 7504202017R2 for the Middle Point Landfill, the DSWM has determined the waste suitable for disposal of 140 tons, daily at the Cedar Ridge Landfill contingent upon the following conditions/restrictions:

1. Murfreesboro Water Resource Recovery Facility and the Cedar Ridge Landfill must maintain a copy of the Special Waste Application and this letter for review/copy by the DSWM as long as the waste is generated and managed in the Tennessee Solid Waste Permitted Facility in order for the determination to remain valid.

2. The Cedar Ridge Landfill must maintain records to document the amount of this special waste received and date received.

3. Murfreesboro Water Resource Recovery Facility must submit to this Environmental Field Office, as required by Rule 0400-11-01-.01(4)(c)4, between January 1, 2026, and July 1, 2026, and every third year thereafter:

a) A copy of the updated Special Waste Recertification Form including the hazardous waste determination record required under Hazardous Waste Rule 0400-12-01-.03(5)(a)3 for the special waste; and

b) The appropriate fee.

4. No free liquids may be associated with the disposal of the waste.

John Strickland

May 9, 2025

If the characteristics of a waste change due to any changes in the process generating the waste and/or any changes in the types or amounts of materials in the waste, then Murfreesboro Water Resource Recovery

Facility must stop shipping the waste to the Tennessee permitted facility and submit a new Special Waste

Application.

This determination is only for the waste described herein. The addition of any other waste not identified in this letter will require re-evaluation. Be advised that the facility operator may refuse to accept any special waste, even if it has been approved in writing by the DSWM. The original approval letter 7504202017R2 for the Middle Point Landfill is still valid.
