About this file

This is a bid response form issued by the City of Murfreesboro, Tennessee's Purchasing Department for Invitation to Bid ITB-23-2026 regarding sanitary landfill disposal services for biosolids and screenings generated by the City's Water Resources Recovery Facility. The procurement seeks a contractor to provide hauling services only, transporting biosolids and screenings to approved sanitary landfills within 100 miles of the facility located at 2032 Blanton Drive. The City anticipates an average of six loads per day (ranging from zero to nine loads daily), with each load weighing approximately 20 tons. Bidders must submit per-load pricing for two mandatory landfill sites: Cedar Ridge Landfill and White County Landfill, with an optional third line item for an additional bidder-selected landfill. Sealed bids are due electronically via OpenGov no later than February 25, 2026, at 2:00 p.m. CST, with public bid opening and reading to follow via Zoom. Questions must be submitted by February 18, 2026 (five business days prior to bid opening). The contract will be awarded to the lowest responsive and responsible bidder, with distance to the landfill as an evaluation factor, and will have an initial one-year term with options to renew for up to three additional one-year terms, not to exceed four years total.

All quoted prices must be provided on a per-load basis and must include all costs associated with labor, equipment maintenance, and other services necessary to complete the hauling service; the City will provide 28-foot dump trailers and pay tipping fees directly to landfills through separate agreements. The contractor must ensure deliveries occur between 6:00 a.m. and 4:30 p.m., Monday through Friday, and must provide documentation of state permits authorizing biosolids disposal, including copies of the Special Waste Application approval letter from the Tennessee Department of Environment and Conservation. The contractor must assume liability for all damage to City-owned equipment and maintain comprehensive insurance coverage, including commercial general liability ($2,000,000 combined single limit), workers' compensation, commercial auto liability ($1,000,000 per occurrence), environmental liability ($2,000,000), and umbrella coverage ($5,000,000). Additionally, the contractor must maintain updated Special Waste Recertification Forms between January 1, 2026, and July 1, 2026, and every third year thereafter, and comply with restrictions on free liquids in disposed waste. All bids must remain firm for one year from submission, and City Council approval is required before any contract becomes effective.
