Salt Lake City Corporation is soliciting competitive sealed proposals for customer identity verification and credit check services for its Department of Public Utilities under RFP SLCI26089, with proposals due June 18, 2026. The contract extends through February 19, 2034 — a ten-year term with no renewal options — and the City reserves the right to acquire these services from other sources during the contract term.
Offerors must meet mandatory requirements: cloud-based infrastructure with U.S.-hosted data; successful completion of at least five similar operational system implementations; submission of SOC 2 Report, Red Flag Rules compliance documentation, training materials, service level agreement, and release notes; and disclosure of any Generative AI technology usage, including detailed information about AI models, applications, use cases, and bias detection measures.
The solution must integrate into the Department of Public Utilities' Customer Information System running enQuesta v6 and provide automated identity verification using social security numbers or government-issued identification, consumer credit reports, and a risk model for security deposit determination and fraud detection. The City currently processes approximately 6,435 new utility accounts annually across approximately 89,000 total customers.
Technical proposals are evaluated on eight criteria totaling 700 points: Qualifications, Financial Strength, Customer Base, and Company Structure (75 points); Proposed Staff and Staffing Approach (100 points); Proposed Solution Description (125 points); Implementation Approach (125 points); Software Maintenance and Support Services (125 points); API Approach (50 points); Code Management (50 points); and Cyber Security Incident Response (50 points). Offerors must achieve a minimum of 420 technical points to advance to cost evaluation. The cost evaluation comprises 300 points, with the lowest proposed monthly subscription fee receiving full points. Total scoring weighs technical (700 points, 70%) and cost (300 points, 30%).
Contractors must maintain commercial general liability of $1,000,000 per occurrence with $2,000,000 general aggregate, and cyber risk insurance of at least $5,000,000 per claim. Pricing must include all implementation, labor, insurance, and related costs with a price guarantee for the full contract duration. Questions and specific dates are available through the Utah Public Procurement Place website.
