About this opportunity
Salt Lake City Corporation is requesting bids for fencing supplies and installation services citywide under RFB SLCI27028, with bids due October 1, 2026. Award will go to the lowest responsible and responsive bidder under a five-year initial term with City authorization to extend up to four months.
Scope includes permanent fencing materials (6-foot commercial chain link, posts, rails) available for pickup or delivery; custom fabrication of gates and frames; installation services encompassing site preparation, utility marking, core drilling for concrete and rock, old fencing removal, and job-site restoration; temporary chain link panel rental for City events; and specification and design assistance. The contractor must provide at least one English-speaking employee per job and a competent on-site supervisor. Work shifts begin no earlier than 7:00 a.m. All products carry a one-year warranty from acceptance, verified through joint walkthrough inspection confirming proper post installation, taut and level fencing, and functioning gates. The contractor must submit a comprehensive safety program addressing Utah OSHA, EPA, NFPA, and UDOT regulations, subject to City approval prior to notice to proceed.
The cost sheet (Attachment 3) specifies pricing inputs for linear feet of materials and installation at various conditions (soil/dirt, concrete, rock), labor rates, temporary rental services with day and after-hours pricing, and required minimum percentage discounts on all purchases. Prices are firm for the first year; subsequent adjustments are capped at the lesser of 3% or the Producer Price Index increase, with thirty days' notice.
The contractor must maintain Commercial General Liability ($1 million per occurrence), Commercial Automobile Liability ($1 million combined single limit), and Workers' Compensation insurance. Mandatory requirements include Utah Department of Commerce registration, Sam.gov enrollment, E-Verify verification, and City ethics certification. Work at Salt Lake City International Airport triggers airport-specific terms requiring TSA security training and airport-issued identification badges with fingerprint-based background checks; the contractor assumes full security-breach liability for personnel negligence or intentional acts and must comply with FAA and TSA requirements.
