About this opportunity
Salt Lake City Corporation is requesting bids for crane inspections and rigging services citywide (excluding the Salt Lake City Department of Airports and Community Reinvestment Agency) under RFB SLCI27022, with bids due September 3, 2026.
The scope covers inspection, maintenance, repair, and installation services for fixed overhead trolley monorail cranes with electric hoists, mobile rubber tire 70-ton truck-mounted service cranes, truck-mounted knuckle boom cranes, and chain hoists and come-alongs; and rigging inspections for wire rope, chain, synthetic slings, shackles, hooks, and spreader beams. Services must comply with manufacturer specifications and applicable federal, state, and local standards. The contractor must respond to service requests within one business day, complete inspections and routine maintenance on the same day of the scheduled visit, submit electronic inspection reports within five days, and maintain a 24/7 emergency phone line with a four-hour initial response time. All routine maintenance and inspections must be completed same-day unless additional parts or follow-up visits are required, with written estimates and pre-approval required for non-routine repairs. The contractor warrants labor services for 90 days and parts and materials for the full manufacturer warranty period.
The contract term is five years, with the option for the City to extend up to four additional months by mutual written agreement. Pricing is firm for the first contract year; annual adjustments may be requested at least 30 days prior to each anniversary, limited to the lesser of 3 percent or the Producer Price Index increase for the preceding 12 months. The cost sheet requires unit pricing across service categories including annual, periodic, and monthly inspections; initial and follow-up inspections; load testing; nondestructive and proof testing; repair and corrective services (with technician labor rates for crane/rigging repair, welding/fabrication, electrical, and mechanical work); and equipment rental (scissor lifts at $250 per day; manlifts at $850 per day). Emergency and after-hours services are priced at $248 per hour, with travel and mobilization fees at $84 per trip. Materials and replacement parts are subject to a 30 percent markup. All materials, labor, insurance, transportation, delivery, and related expenses must be included in quoted prices.
The contractor must maintain commercial general liability insurance with a minimum of $1 million per occurrence and $2 million aggregate, commercial automobile liability insurance with a combined single limit of $1 million per occurrence, and workers' compensation insurance. The contractor must comply with City ethics requirements and conflict-of-interest ordinances, obtain required state registrations, maintain Sam.gov and E-Verify registrations, and obtain insurance certificates with the City named as additional insured. Bids must be submitted electronically on the Utah Public Procurement Place website. Award will be made to the lowest responsible and responsive bidder based on extended costs calculated from unit pricing. No late bids are accepted.
