Bidders must have five years of experience in eBike maintenance and repair work or equivalent. Award will be made to the lowest responsible and responsive bidder. All bids must be submitted electronically through Bonfire; no late bids are accepted. The contractor shall also supply eBike accessories (helmets, protective equipment, baskets, charging systems, lighting), provide new eBike sales with delivery, assembly, battery health checks, firmware updates, and operator orientation. All repair work and replacement parts carry a minimum ninety-day warranty unless manufacturer warranty is longer. Bidders must submit itemized quotes for repairs subject to city approval and cannot exceed approved estimates without written authorization.

The contract term is five years from commencement, with an option for the City to extend for up to four months by mutual written agreement. Pricing must be guaranteed for one year; price adjustments require thirty days' notice and Chief Procurement Officer approval. The City shall pay within thirty days of invoice receipt. The contractor must maintain comprehensive insurance throughout the contract term and for three years following completion: workers' compensation, commercial general liability of $1 million per occurrence with $2 million general aggregate, commercial automobile liability of $1 million per occurrence, professional liability of $1 million per occurrence, and garage keeper's liability of $100,000. The City reserves the right to terminate for any reason with thirty days' notice, or for cause with seven days to cure.
