About this opportunity
Salt Lake City Corporation is soliciting qualifications for loan and underwriting services for its Housing Stability Division under SLCI27011, with responses due July 29, 2026. The total contract amount shall not exceed $75,000, with an anticipated two-year term or until the spending cap is reached, whichever comes first.
The scope includes technical support and financial analysis for housing loan applications, with an estimated volume of approximately ten applications annually. Core deliverables are evaluating loan requests, performing underwriting analysis to determine debt-to-income ratios and creditworthiness, preparing loan packets for monthly Housing Program Funds Loan Committee meetings, and providing recommendations for program improvements. The contractor must complete loan packets within fourteen business days of application receipt, attend monthly loan committee meetings, and conduct weekly preparation meetings with City staff.
Offerors must demonstrate relevant experience in loan and underwriting consulting services and provide team composition, key personnel qualifications, conflict-of-interest disclosures, and client references. Pricing information is prohibited in responses; the selected offeror must guarantee pricing for the entire contract duration. Mandatory requirements include compliance with City ethics standards and conflict-of-interest disclosure — failure to include required ethics acknowledgment results in automatic disqualification. Prior to contract execution, the selected offeror must register with the Utah State Division of Corporations and Commercial Code.
Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence, professional liability of $1 million per occurrence, commercial automobile liability, and cyber risk insurance of $1 million per claim. The contractor must maintain required insurance for three years following completion. All work products become City property; the contractor retains reproducible copies for reference and marketing only. The contractor must comply with the Utah Government Data Privacy Act, implement industry-standard data security and privacy measures, and notify the City of any data incidents within twenty-four hours of discovery. The City may terminate for any reason with thirty days' notice or for cause with seven days to cure after written notice. Electronic submission through the Utah Public Procurement Place (U3P) website is required.
