About this opportunity
The City of Tucson is requesting bids on roadway improvements for the Sahuara Bicycle Boulevard (approximately 1.8 miles from 14th Street to Golf Links Road) and the Copper/Flower Bicycle Boulevard (approximately 5.9 miles from Fairview Avenue to Swan Road) under IFB 270112, with bids due October 19, 2026 at 2:00 p.m. and a non-mandatory pre-bid conference on October 6, 2026 at 11:00 a.m. via Microsoft Teams. The project is federally funded by the Federal Highway Administration (FHWA), making all resulting contracts subject to FHWA terms and conditions, Davis-Bacon wage requirements, Build America Buy America Act (BABAA) domestic-preference mandates, and Byrd Anti-Lobbying Amendment compliance.
The scope encompasses traffic calming features (speed humps, traffic circles, chicanes), BikeHAWK signals, concrete curbs and sidewalks, curb access ramps, concrete driveway aprons, traffic signal installation and modifications, pavement markings and signing, and landscaping across two bicycle boulevard corridors. Construction must be completed within 180 calendar days of the Notice to Proceed, with Phase 2 consisting of a 24-month landscape establishment period. Work hours are restricted to 6:00 a.m. to 6:00 p.m. Monday through Saturday, excluding legal holidays and periods between 8:00 p.m. and sunrise. The contractor must obtain all permits and licenses within 60 calendar days of bid opening.
The estimated contract value ranges from $1.0 million to $5.0 million. Bidders must hold an Arizona Registrar of Contractors license, submit bid security of at least 10 percent of the bid amount, and furnish 100 percent performance and payment bonds. Commercial General Liability of $2.0 million per occurrence and $4.0 million aggregate, Commercial Automobile Liability of $1.0 million combined single limit, and Workers' Compensation coverage are required. Liquidated damages are assessed at $1,860 per calendar day for failure to meet schedule. All first-tier subcontractors exceeding $5,000 must be listed at bid submission. The DBE goal is 0 percent. Section 3 requirements mandate 25 percent of labor hours performed by Section 3 workers with a $53,850 annual income threshold for the Tucson area. The City of Tucson applies an SBE participation goal; the specific percentage and trade areas are to be provided by the Business Enterprise & Compliance Program. The question submission deadline is October 14, 2026 at 12:00 p.m. A Notice of Intent to Award is anticipated within 60 days of bid opening.
