About this opportunity
The State of California Department of Parks and Recreation is soliciting quotations for a boat boarding float replacement project at McArthur-Burney Falls Memorial State Park, identified as solicitation S25650009, with a due date of May 12, 2026. The procurement seeks the complete removal and disposal of an existing dock facility and the furnishing, fabrication, delivery, and installation of a new 6-foot by 80-foot courtesy dock (480 square feet) constructed from marine-grade 6061-T6 aluminum with specific dimensional requirements for structural tubes and interior joists. The new dock system must include ACE Roto Mold floats or equivalent designed to support at least 40 pounds per square foot with a total capacity of 19,220 pounds, one-piece foam-filled construction meeting ASTM D1998-06 standards and Army Corps of Engineers Regulation 33CFR 327.30, high-impact weather-resistant vinyl decking with ultraviolet inhibitors, marine-grade flexible PVC bumpers, and 16 eight-inch stainless steel pop-up cleats with removable hardware. Contractors must demonstrate a minimum of five years of experience in commercial steel and aluminum fabrication, provide references for at least three similar floating module projects, submit California-licensed Professional Engineer-sealed shop drawings and design calculations conforming to the Division of Boating and Waterway's 2021 Layout and Design Guidelines, and ensure all aluminum welding is performed by certified welders in accordance with AWS D1.2 standards with required inspection before installation. The dock must float level with dead loads, achieve freeboard requirements ranging from 8 to 20 inches depending on loading conditions, and resist wind and wave loading of 70 pounds per linear foot minimum, with a five-year warranty against defects in materials and workmanship. Technical questions must be submitted by 4:00 PM on May 12, 2026, delivery is required within 15 days after receipt of order, and contract award will be made on an "All or None" basis to a responsible bidder within 45 days of the scheduled award date; all equipment must be new and latest model in current production.
This procurement includes multiple set-aside preferences and disadvantaged enterprise requirements: small business enterprises are eligible for a 5% preference, non-small businesses claiming at least 25% California certified small business subcontractor participation are eligible for a 5% preference, and disabled veteran business enterprise (DVBE) participation is required with specified goals. All bidders must submit mandatory documentation including the Bidder Declaration (GSPD-05-105) disclosing current California certifications for Microbusiness, Small Business, Nonprofit Veteran Service Agency, and DVBE status, Recycled Content Certification (DPR 924), Generative AI Disclosure Form (DPR 97B), Payee Data Record (STD 204), Commercially Useful Function certification (DPR 87), Unruh Civil Rights Act compliance certification, DARFUR Contracting Act Certification (DPR 74) for companies with international operations, Target Area Contract Preference Act (TACPA) documentation if applicable, and seller's permit documentation. The contract must integrate with existing infrastructure at Lake Britton including three existing 9-inch steel guide piles and an existing aluminum gangway requiring no modifications, and bidders may substitute their own assembly designs and frame members subject to departmental approval provided all functional features and design specifications are maintained. Quotations must be submitted to Eric.Sifers@parks.ca.gov in F.O.B. Destination terms only, with technical questions directed to Anthony McGhee, Park Maintenance Chief I, at Anthony.Mcgee@parks.ca.gov or 530-225-2065. While a specific contract value is not disclosed in the solicitation documents, the project's scope and technical complexity involving design engineering, fabrication, delivery, installation, and warranty suggest a substantial procurement likely exceeding the $100,000 threshold that triggers certain compliance and certification requirements.
