About this file

This is a Recycled Content Certification Form (DPR 924) issued by the California Department of Parks and Recreation and aligned with the State Agency Buy Recycled Campaign (SABRC) administered by the California Department of Resources Recycling and Recovery. The form serves as a standardized certification method for vendors and contractors to document the minimum percentage of postconsumer material contained in products, materials, goods, or supplies offered to California State agencies across 16 product categories. The certification must be furnished under penalty of perjury and is required regardless of whether products meet statutory minimum content requirements. State agencies may waive the vendor signature requirement if postconsumer material percentages can be verified through written advertisements, product labels, catalogs, or manufacturer or vendor internet product web pages. The form instructions require the buyer to complete items (B) through (E) and submit to the vendor, who then completes items (F) and (G) and returns the certification to the buyer. Completed certifications must be entered into the EPP/SABRC system in FI$Cal PO and CAL-Card/P-Card modules and retained by buyers for audit purposes.

The certification document establishes minimum postconsumer content requirements across 16 product categories ranging from paper products (toilet paper at 45 percent, paper towels at 40 percent, facial tissues at 10 percent) to soil amendments, glass products, lubricating oils, plastic products, paint, antifreeze, tires, tire-derived products, metal products, building finishes, carpet, erosion control products, textiles, and pavement surfacing materials. Vendors must certify the percentage of postconsumer material in their offerings in compliance with Public Contract Code Sections 12205 and 12404 and Federal Trade Commission Environmental Marketing Guidelines. The form identifies the California Department of Resources Recycling and Recovery (CalRecycle) as the administrative contact for the Buy Recycled Campaign and references the CalRecycle website for additional information regarding state agency procurement of recycled content products.
