About this opportunity

Beaufort County, South Carolina is requesting bids on the S-70 Stuart Point Road Sidewalk Project, an 8-foot concrete sidewalk approximately 2 miles long extending from the US 21 (Trask Parkway) intersection to Seacrest Lane/Delaney Circle/Abdullah Lane intersection, with bids due October 22, 2026 at 3:00 p.m. EST. The project includes small and minority business participation requirements with pre-award good faith efforts documentation and post-award monthly compliance reporting through Beaufort County's S/MBE form.

Bidders must be SCDOT pre-qualified prime contractors and registered in the federal System for Award Management (SAM). The scope encompasses clearing and grubbing, grading, drainage installation, concrete sidewalk construction, pavement markings, sediment and erosion control, traffic control, and approximately 55 unit-price line items. The sidewalk will connect to Whale Branch Elementary and Middle Schools and remain within the existing right-of-way where feasible, with new right-of-way acquisition for drainage improvements and tree preservation.

The contract term is 180 calendar days from the Notice to Proceed. The project is governed by an Intergovernmental Agreement between the South Carolina Department of Transportation (SCDOT) and Beaufort County and is funded in whole or in part by the Community Development Block Grant Program (CDBG), making it subject to SCDOT 2025 Standard Specifications for Highway Construction and federal CDBG requirements including the Build America, Buy America Act and Section 3 of the Housing and Urban Development Act.

A bid bond of at least 5 percent of the total bid amount is required; the successful bidder must provide Performance and Payment Bonds equal to 100 percent of the contract amount within 14 days of award. Liquidated damages are $1,000 per calendar day for delays. Insurance requirements include Worker's Compensation ($500,000 Employers Liability minimum), Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), and Umbrella Liability ($2,000,000 minimum).

Tree-felling restrictions apply December 15–February 15 and April 15–July 30 due to Northern Long-eared Bat protections. Nighttime work requiring unnatural illumination is prohibited. A non-mandatory pre-bid conference will be held September 24, 2026 at 2:00 p.m. via Microsoft Teams. Questions are due October 6, 2026 at 5:00 p.m. Electronic bid submissions are required through the Procurement Portal.
