About this opportunity
Broward County, Florida is seeking vendors for an open-end, indefinite quantity contract for the purchase and delivery of Airport Runway and Ramp Acrylic Traffic Paint to supply the Aviation Department and various other County agencies, with the primary application at Fort Lauderdale-Hollywood International Airport. The paint must conform to Federal Specifications TT-P-1952F, Type II Waterborne Traffic Paint, with preferred brands including Pride Enterprise or Baker Striping Traffic Paint, or an approved equal; vendors offering alternative products must submit five-gallon samples of black and yellow paint within three days of request. Paint must begin setting within two minutes of application and completely dry within one hour at humidity levels up to 85%, with colors matching existing traffic paint at FLL to ensure FAA compliance. Vendors must be fully capable dealers, distributors, or manufacturers regularly engaged in selling acrylic traffic marking paint and must provide supporting documentation of manufacturer authorization within three business days of County request or face bid rejection. All pricing must be quoted on a firm, fixed-price basis FOB destination with freight included, and vendors should offer in-store pick-up options within Broward County; delivery shall not exceed 15 calendar days after Purchase Order receipt and must occur Monday through Friday between 7:30 a.m. and 3:00 p.m., excluding County holidays. All solicitation responses must be submitted electronically through BPRO by April 24, 2026, with questions due by the specified deadline; the initial contract period is one year from the date of award with potential extensions of up to two additional one-year renewal periods, subject to satisfactory performance and vendor acceptance.
Broward County has established procurement preferences for Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) under which certified SBEs or CBEs within ten percent of the lowest responsive, responsible bid may match that bid and be recommended for award. The solicitation incorporates local preference considerations, and vendors may qualify for location certification benefits by maintaining a physical business address in Broward County for at least one year preceding the bid posting date and providing proof via a valid Broward County business tax receipt. All vendors must comply with federal compliance requirements including FAA notices for airport-related solicitations, Title VI Civil Rights protections, Buy American and Build American provisions for AIP-funded contracts, Davis-Bacon wage requirements, and debarment certifications; vendors must also provide proof of General Liability insurance with Broward County listed as additional insured, Workers' Compensation insurance at statutory limits, and any applicable specialized coverages such as Pollution/Environmental Liability if required. Additional mandatory submissions include the Domestic Partnership Act Certification, Vendor Questionnaire, Litigation History disclosure, Location Certification form, and product literature or approved equals documentation; failure to timely submit any required documentation may result in nonresponsiveness determination. No specific incumbent vendors or budget ranges are identified in the solicitation; however, vendors should note that no price increases are permitted during the initial contract period, and renewal term increases are capped at the Producer Price Index differential for chemicals and allied products unless specifically approved by the Director of Purchasing.
