About this opportunity

The County of Orange, Sheriff-Coroner Department is issuing a competitive Invitation for Bid (IFB) for the supply and delivery of 85 line items of rubber stamps, pads, daters, engraving, and related items. The procurement encompasses self-inking stamps in various sizes, pre-inked stamps with lifetime warranties, multi-line rubber stamps, daters, nameplates, ink pads, replacement supplies, and custom architectural signs to be delivered on an as-needed basis to 28 specified Orange County Sheriff-Coroner facilities throughout Orange County, California. All products must be new with no irregulars or used items accepted, and delivery must occur within ten working days of order placement during regular business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) with all freight, shipping, delivery, and handling costs included in firm fixed unit pricing on an FOB destination basis. Bidders must submit bids electronically through the County's eProcurement Portal (https://procurement.opengov.com/portal/ocgov) with a deadline of March 9, 2026, at 4:00 p.m., and must also provide certificates of insurance, W-9 forms or 587/590 forms for out-of-state vendors, valid DUNS and UEI numbers, and three professional references prior to contract award. The awarded contract will be established for three calendar years commencing June 29, 2026, with options for two additional one-year renewal terms subject to mutual written agreement and County Board of Supervisors approval, with firm fixed pricing required throughout the initial contract term and no price increases permitted without documented proof of cost increases and minimum 30-day advance notice. The County reserves the right to make multiple awards or defer contract award for up to 180 days, and the contract will be awarded to the lowest responsive and responsible bidder.

The County offers a five percent price preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with an eight percent deduction for businesses certified as both OCLSB and DVBE, providing meaningful set-aside opportunities for disadvantaged enterprises. Contractors must maintain reasonable inventory stock and cannot require minimum orders, operating on a per-needed basis with no minimum quantity or cost per order requirements. As a cooperative contract, other public agencies may utilize the contract terms and pricing, with the contractor required to pay the County a two percent administrative rebate on total sales from subordinate contracts and submit quarterly volume sales reports. The contractor must guarantee pricing equal to or less than that offered to other local, state, or federal government entities and maintain comprehensive insurance coverage and indemnification provisions as specified in the model contract. Incorrect deliveries must be replaced at the contractor's expense within five business days, and all bid prices must remain firm for the entire contract term of 365 days following the solicitation closing date. The specific contract value is not disclosed in the solicitation materials, as pricing will be determined through the competitive bidding process for each of the 85 line items submitted by responsive and responsible bidders.
