About this opportunity
The State of Utah Division of Purchasing is seeking a solicitation for Armored Car Services (Cash Transport) through RFP RR26-18, with the primary objective of establishing a statewide contract for secure transportation of cash, checks, financial documents, and valuables from state agency locations to financial institutions. The procurement will potentially result in multiple contract awards for armored car services covering urban and rural locations across Utah, including Salt Lake City, Ogden, Provo, Park City, Cedar City, St. George, Hurricane, Farmington, Moab, Richfield, Vernal, and Price. Qualified offerors must be currently licensed as an armored car company in Utah, comply with state and federal licensing standards, and possess valid firearm authorization. The evaluation process is comprehensive, consisting of two stages: an initial review for mandatory requirements and a technical proposal evaluation with four criteria - Security & Operations Plan, Personnel & Training, Reporting, and Customer Service & Account Management - each worth 200 points. Proposals must achieve a minimum threshold score of 560 points to advance to the cost evaluation stage, with a total possible score of 1,000 points. The RFP was posted on November 13, 2025, with proposals due by December 11, 2025.
The solicitation does not specify specific set-aside designations or restrictions on respondent types, but requires vendors to meet stringent operational and compliance standards. Proposing firms must employ uniformed, trained personnel with government-issued photo identification and valid firearms licenses, maintain detailed reporting capabilities, and potentially offer value-added services like cash automation with smart safe technologies. Optional service requirements include emerging technology integration, with a mandate that new technologies without existing FedRAMP or GovRAMP authorization must enroll in the GovRAMP Progressing Snapshot Program and achieve verified GovRAMP Core status within 12 months of contract execution. Contractors will be required to maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, and commercial automobile liability. While specific award values are not explicitly stated in the documents, the pricing attachment suggests the contract will cover service fees across multiple scenarios with varying pickup frequencies and location types. Successful vendors must also comply with quarterly administrative fee requirements and submit utilization reports through the state's Automated Vendor Usage Management System.
