About this file
This Scope of Work document outlines armored car and cash management services for the State of Utah executive branch agencies and other eligible users. The State of Utah Division of Purchasing is conducting the procurement, with the potential for multiple contract awards. The Contractor will provide secure transportation of cash, checks, financial documents, and other valuables from designated state agency locations to financial institutions statewide. Services include pickup scheduling customization based on agency needs, secure transportation with trained and licensed armed security personnel, armored vehicle fleet maintenance, chain-of-custody protocols, deposit delivery to designated financial institutions, and change order processing for predetermined cash and coin amounts. Optional value-added services include cash automation with smart safes and emerging technologies for enhanced security and efficiency. The evaluation process consists of two stages: Stage 1 eliminates non-responsive proposals that fail to meet mandatory minimum requirements, while Stage 2 evaluates responsive proposals against technical criteria including Security & Operations Plan, Personnel & Training, Reporting, and Customer Service & Account Management, each worth up to 200 points. Proposals scoring a minimum of 560 points proceed to cost evaluation.
Cost proposals will be evaluated separately and independently from technical proposals, with the lowest-cost offeror receiving the maximum 200 cost points. All other offerors receive points based on a proportional formula comparing their cost to the lowest proposed price. The Contractor must employ uniformed, properly trained personnel with government-issued photo identification and valid firearms licenses as required by Utah law. All personnel must be updated on a driver roster provided to the state. Service requirements include adherence to agreed-upon schedules with notification required for delays exceeding 30 minutes and immediate notification for missed pickups. The Contractor is responsible for providing detailed reporting and invoicing including pickup confirmations, delivery verification, charge breakdowns, and reconciliation reports for agencies using smart safes. For emerging technologies without existing FedRAMP or GovRAMP authorization, products must be enrolled in the GovRAMP Progressing Snapshot Program at contract execution and achieve verified GovRAMP Core status within 12 months. Service will not be provided on specified Utah state holidays unless prearranged exceptions are agreed upon. The contract includes provisions for dedicated account management with a designated point of contact for each user agency.
