About this file

This is an RFP evaluation scoresheet for Armored Car Services (RR26-18) issued by the State of Utah Division of Purchasing to solicit proposals for armored car services throughout the State of Utah. The RFP evaluation process utilizes a two-stage methodology: Stage 1 involves an initial review to eliminate non-responsive proposals that fail to meet mandatory minimum requirements, including confirmation that offerors are currently licensed as armored car companies in Utah with personnel meeting all required state and federal licensing standards and firearm authorization requirements; Stage 2 involves technical proposal evaluation by a committee against four criteria—Security & Operations Plan, Personnel & Training, Reporting, and Customer Service & Account Management—each worth 200 points for a total of 800 possible technical points. Offerors must achieve a minimum threshold score of 560 technical points to advance to cost evaluation. The scoresheet is designed to accommodate evaluation by up to five evaluators and can assess up to 20 competing offerors.

The RFP evaluation methodology allocates 80 percent of total points (800 of 1,000 possible points) to technical criteria and 20 percent (200 points) to cost. Cost points are awarded based on a comparative formula in which the lowest-priced offeror receives the maximum 200 points, while all other offerors receive points proportional to how their total proposed price compares to the lowest proposal price using the formula: Cost Points × (Lowest Proposed Price/Proposed Price). The RFP may result in multiple awards. Offerors must submit cost proposals separately from technical proposals pursuant to Utah Code Annotated 63G-6a-707(7). The scoresheet includes separate sections for mandatory requirements verification (pass/fail determination) and detailed scoring grids for each technical criterion with individual evaluator scores and weighted calculations to determine final technical scores before cost evaluation integration.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).Other cost evaluation methods may be used as long as they are within Procurement Code/Rule. Ensure the method for awarding points is clearly stated on the score sheeet and within the solicitation documents.
