About this file
This is a Technical Criteria attachment for RFP RR26-18 Armored Car Services issued by the State of Utah Division of Purchasing to solicit armored car services for cash transport throughout the State of Utah. The RFP may result in multiple awards and requires offerors to provide point-by-point responses addressing four technical evaluation criteria: Security & Operations Plan, Personnel & Training, Reporting, and Customer Service & Account Management. Mandatory requirements include current licensure as an armored car company in Utah, compliance with state and federal licensing standards including firearm authorization through the Utah Division of Occupational and Professional Licensing (DOPL), and understanding of the applicable terms and conditions based on whether proposals include value-add Smart Safe options.
The technical evaluation is structured with a two-stage process where responsive proposals achieving a minimum score threshold of 560 points out of 800 possible technical points will proceed to cost evaluation. Each of the four technical criteria categories is worth 200 points, with security and operations planning, personnel qualifications and training, reporting capabilities, and customer service structure being equally weighted. The cost proposal, submitted separately from the technical proposal, is worth 200 points maximum, with the lowest-cost offeror receiving full points and other offerors receiving proportional points based on their cost relative to the lowest bid. The total possible score is 1,000 points.
