About this opportunity

Palm Beach County, Florida is conducting a Request for Pre-Qualification (RPQ) for recycled crushed concrete, asphalt, and stone materials to establish a pre-qualified vendor list for ongoing supply on an as-needed basis. The solicitation invites vendors to provide five product categories: recycled crushed concrete in 3-inch minus and ¾-inch minus road base specifications, recycled crushed asphalt (1-inch crusher run), and recycled number 4 and number 57 stone, all meeting Florida Department of Transportation standard specifications. Vendors may offer either county pick-up or delivery services to locations throughout Palm Beach County, including the Glades area. The initial pre-qualification submission deadline was January 19, 2023, at 4:00 p.m.; however, new vendors may submit applications at any time thereafter for evaluation and addition to the pre-qualified list. Once pre-qualified, vendors will be invited to submit project-specific quotes on an as-needed basis with pricing responses submitted on county-provided forms representing firm fixed prices valid for ten days from submission. All costs, including freight, surcharges, supervision, equipment, and mobilization, must be included in quoted prices with no additional compensation permitted. The contract will have a 60-month term or until estimated funding is expended, and vendors must be registered in the county's Vendor Self Service system while maintaining current Florida business tax receipts and applicable licenses throughout the contract term.

Palm Beach County's Equal Business Opportunity program applies to this solicitation, waiving Affirmative Procurement Initiative requirements while extending a 5% local preference to vendors with permanent places of business in Palm Beach County or the Glades. Vendors must provide references documenting similar work performed within the past three years and comply with criminal history record checks, employment eligibility verification through E-Verify, and commercial non-discrimination requirements. The anticipated cumulative contract value is $280,000, with individual projects awarded from this term contract not to exceed $99,999; any project at or above the mandatory bid amount of $100,000 will be separately solicited through formal competitive sealed bid. The procurement does not identify specific incumbent vendors or current contractors. Evaluation will be based on competitive pricing, material quality compliance with FDOT specifications, delivery capability, and ability to meet project timelines. Vendors must demonstrate technical capability and financial stability to maintain consistent supply of recycled aggregate materials to support Palm Beach County's construction and maintenance operations.
