About this opportunity

Gwinnett County Board of Commissioners issued RFP RP029-23 for development of aviation-related business facilities or hangar buildings on the North-East Parcel of Gwinnett County Airport, with sealed proposals due September 12, 2023 at 2:50 p.m. local time. This solicitation is closed; the contract was awarded to WDG Aviation, LLC on January 17, 2024.

Firms on Gwinnett County's ineligible source list or currently debarred or suspended are prohibited from submitting proposals. Successful bidders must be authorized to do business in Georgia with an A.M. Best rating of A-6 or higher and must meet specified insurance requirements.

The scope covers development of aviation business facilities or hangar buildings. T-Hangars are explicitly prohibited. Fuel farms and permanent fueling facilities are generally restricted, with the exception of proposals exclusively dedicated to Fixed Base Operator (FBO) construction and operation that meet all minimum standards; the airport noted that two FBOs currently operate at the facility with insufficient activity to justify a third FBO. Bidders could propose filling and culverting a ditch south of the parcel subject to proper permitting and removal of an old taxiway with asphalt reclamation. The Automated Weather Observation System (AWOS) station on the site can be relocated with FAA concurrence at an estimated cost of $450,000, potentially expanding usable land. Survey and soil testing data were not available for the parcel at the time of solicitation.

Evaluation used a 100-point scoring system across five criteria: Terms of Lease (20 points), Qualifications of the Company and Business Approach (15 points), Rent and Financial Benefits to the County (25 points), Site Improvements (35 points), and References (5 points). WDG Aviation, LLC scored 67.00 points; the competing proposal from Gwinnett Aviation Association LLC scored 64.20 points. A mandatory in-person site visit and a virtual pre-proposal conference on August 23, 2023 at 10:00 a.m. via WebEx were required. Questions were due August 25, 2023 at 3:00 p.m. to Olivia Graves at olivia.graves@gwinnettcounty.com.
