About this file
This is Addendum 1 to RFP RP029-23 issued by Gwinnett County, Georgia, addressing the development of an aviation-related business facility or hangar building on the North-East Parcel of Gwinnett County Airport. The addendum clarifies that bidders need not account for a potential parallel runway in their proposals, as such construction is not anticipated. Key site considerations include the absence of a survey or soil testing data for the parcel. The addendum confirms that the Automated Weather Observation System (AWOS) station can be relocated with FAA concurrence at an estimated cost of $450,000 according to the airport's Capital Improvement Plan, potentially expanding usable land. Bidders may propose filling and culverting a ditch south of the parcel subject to proper permitting, and an old taxiway south of the ditch can be removed with asphalt reclamation. The airport does not designate a preferred connection point to Taxiway Y but notes plans for a runup area approximately 300 feet east from Taxiway Golf's centerline on Taxiway Yankee's north side.
The addendum explicitly prohibits T-Hangars at the site and generally restricts fuel farms or permanent fueling facilities, with a specific exception for proposals exclusively dedicated to Fixed Base Operator (FBO) construction and operation that meet all minimum standards. The airport notes that two FBOs currently operate at the facility with insufficient activity to justify a third FBO. All bidders must acknowledge receipt of this addendum on their bid forms to avoid disqualification. Firms on Gwinnett County's ineligible source list or currently debarred or suspended are prohibited from submitting offers or proposals.

Addendum 1
RP029-23, Development of Aviation Related Business Facility or Hangar Building(s) on the
North-East Parcel of Gwinnett County Airport Questions:
Q1. The Airport Master Plan has been provided as Exhibit C for RFP 029-23. Within this Master
Plan are three alternatives for a parallel runway. Each of these alternatives, if executed, may have an impact on development opportunities for the subject lease. Please confirm if a parallel runway needs to be considered as part of the RFP response, or if a parallel runway is not anticipated to be constructed.
A1. A parallel runway does not need to be considered as a part of the RFP response.
Q2. Is there a survey of the actual site?
A2. No
Q3. Was there any soil work done to know the types of soils in the NE Parcel?
A3. Airport is not aware of any testing.
Q4. Is it possible to move the AWOS station to make use of a larger plot of land? Matt was going to try and get a guestimate on the cost of moving the AWOS from the FAA.
A4. It is possible to move the AWOS station with concurrence from the FAA. The current
Capital Improvement Plan for the airport shows an estimate of $450,000 to relocate the AWOS.
Q5. Can we fill in part or all of the ditch to the south of the NE Parcel?
A5. As long as proper permitting from the appropriate agencies is received, the airport has no objection to the ditch south of the parcel being culverted and filled in.
Q6. Can the old taxiway to the south of the ditch be used or torn-up?
A6. The taxiway to the south of the ditch does not meet current FAA standards, so it could not be used as a taxiway in its current condition. The airport would be willing to consider any proposals where the taxiway segment is removed and the ground up asphalt is reclaimed.
Q7. Is there a preferred place along the southern boundary of the NE Parcel to connect that parcel with Taxiway Y?
A7. The airport does not have a preferred place to connect a taxilane to Taxiway Y.
Approximately 300 feet east from the centerline of Taxiway Golf, the airport has plans to construct a runup area on the north side of Taxiway Yankee. The preferred routing would allow this runup area to be constructed as planned.
Q8. Section 4, Design Criteria says that “T-Hangers will not be considered for the site”. Is this true? We were under the impression that, unlike the Central Basing Area, T-hangers would be allowed on this site.
A8. As stated in Section 4, the airport does not wish to consider T-Hangars for this site at this time.
Q9. Section 5, Permitted Uses says that “a fuel farm or permanent fueling facility will NOT be considered on this site”. Is this in contradiction to RFP Exhibit B, Minimum Standards for
Commercial Aeronautical Activities at Gwinnett County Airport, Section 7, Fixed Base
Operators? As defined in that Section 7, A Fixed Base Operator has a minimum of 10 acres of land and is required, in Subsection F to provide fuel. If we are allowed to move the AWOS, the total area becomes about 13 acres.
A9. If a proposal for the area met all the requirements for a Fixed Base Operator (FBO), and the proposal was exclusively for the construction and operation of an FBO, the airport would consider a fuel farm. Because there are currently two FBOs at the airport, and it does not appear to the airport there is enough activity/fuel sales to justify a third FBO, construction/operation of an FBO was not contemplated when Section 5 was written. Any proposal that is not exclusively for the construction and operation of an FBO will NOT have a fuel farm or permanent fueling facility considered on the site.
All bidders shall acknowledge receipt of this addendum by inserting its number and date in the
Bid Form. Failure to do so may subject the bidder to disqualification. This addendum forms a part of the Contract Documents.
Thank you.
