About this opportunity

The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals for design-build audiovisual production services at the Gwinnett County Environmental & Heritage Center Sensory Treehouse, with proposals due September 24, 2026 at 2:50 p.m. local time. Firms currently on the Gwinnett County ineligible source list are not eligible to submit.

The scope is a fully immersive media experience integrating audiovisual systems, media production, and experience design within an existing treehouse structure at 2020 Clean Water Drive, Buford, Georgia. The base scope includes wall, ceiling, and floor projection systems (seven wall projectors, five ceiling projectors, four floor projectors), spatial and surround audio systems (seven speakers), show control and playback systems, acoustic treatment coordination, docent control interfaces, and a 30-minute enhanced immersive film with narration and captioning. The contractor is the single prime responsible for complete delivery and coordination. A minimum of five years' experience with similar projects is required. The contractor must provide a minimum one-year unconditional warranty from final acceptance against defects in workmanship, materials, and equipment.

Three cost-schedule alternates are available for deduction: Alternate No. 1 reduces media production scope; Alternate No. 2 reduces ceiling projectors, floor projectors, and audio speakers; and Alternate No. 3 further reduces projection and audio capabilities.

Phase I evaluation scores technical qualifications on a 90-point scale: Statement of Qualifications (10 points), Understanding and Approach (30 points), Material Specifications and Warranty (25 points), Project Schedule (15 points), and References (10 points). Fee proposals from shortlisted firms are then scored for 10 additional points. All bidders must submit a bid bond, certified check, or cashier's check equal to five percent of the total bid amount with A.M. Best surety rating of A-8 or higher. The successful contractor must furnish a 100% Performance Bond and Payment Bond and carry specified insurance. A virtual pre-proposal meeting is scheduled for August 26, 2026 at 10:00 a.m. Questions are due September 2, 2026, directed to Jake Scarpone, Purchasing Associate II, at Jake.Scarpone@gwinnettcounty.com or 770-822-8722.
