About this opportunity
Gwinnett County and the Gwinnett County Airport Authority are seeking qualified respondents through a competitive sealed Request for Proposals (RFP) to lease a 2.105-acre site at Gwinnett County Airport-Briscoe Field (LZU) for the development and operation of a commercial general aviation business or aircraft hangar facility. The selected lessee will be responsible for financing, building, managing, and operating the facility in accordance with all lease terms, airport minimum standards, the master plan, and architectural design guidelines. Deliverables include the design and construction of hangar facilities with all proposed improvements to be completed within two years of lease commencement, permitting completed within six months, and construction initiated within 12 months. Key qualifications required include company experience and demonstrated business approach, financial capability, and ability to meet comprehensive insurance requirements including general liability, automobile liability, workers' compensation, builder's risk, and professional liability coverage with the Gwinnett County Board of Commissioners named as additional insured. Proposals will be evaluated on six criteria totaling 100 points: terms of lease (15 points), qualifications of company and business approach (15 points), rent and financial benefits to the county (20 points), site improvements (25 points), intangible benefits (15 points), and references (10 points), with potential interviews adding up to 15 additional points. A pre-proposal conference and site tour are scheduled for September 12, 2025, at 10:00 a.m. at 520 Briscoe Boulevard, Lawrenceville, Georgia, written questions are due by September 16, 2025, at 4:00 p.m., and proposals must be submitted by October 8, 2025, at 2:50 p.m. to the Gwinnett County Financial Services - Purchasing Division, 4th Floor Charlotte J. Nash Building, 75 Langley Drive, Lawrenceville, Georgia 30046, with public opening and reading of bids at 3:00 p.m. on October 8, 2025.
The procurement documents do not specify any set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organizational types; however, all respondents must comply with E-Verify registration and Code of Ethics requirements, and bonding companies must be licensed in Georgia with an A.M. Best rating of A-5 or higher. No incumbent vendors or current contractors are identified in the solicitation materials. The lease agreement specifies significant operational restrictions including prohibitions on fuel farms or permanent fueling facilities, mandatory use of county-approved colors for hangar construction (Sherwin Williams Monorail Silver body, Salty Dog accent, and Gauntlet Grey trim), adherence to setback requirements, parking standards, gate access control, and building height limitations relative to FAA imaginary surfaces. The site is offered "as-is," and respondents must submit an FAA Form 7460 and obtain a Determination of No Hazard prior to construction. The lease structure includes an initial 25-year term with options for up to three additional five-year renewal periods if justified by site improvements and investments, for a maximum term of 40 years, with a minimum monthly rent of $5,732.00 on a triple-net basis, Consumer Price Index adjustments every three years, and market rent analysis adjustments every ten years.
