About this opportunity
The Gwinnett County Board of Commissioners and Gwinnett County Airport Authority are issuing a Request for Proposals for the lease of a 2.386-acre site with existing improvements at Gwinnett County Airport-Briscoe Field (LZU) located at 510 Briscoe Boulevard in Lawrenceville, Georgia. The procurement seeks a qualified respondent to finance, build, manage, and operate a commercial general aviation business or aircraft hangar facility on the property, which includes an existing hangar building, ramp space, and taxilane. Respondents must propose lease terms including the lease duration, square footage rate per year, annual rate, number and value of aircraft to be based on the leasehold, and market adjustment and CPI adjustment provisions. The evaluation will be based on lease terms (15 points), company qualifications and business approach (20 points), rent and financial benefits (15 points), site improvements (20 points), intangible benefits (10 points), and references (20 points), with a maximum of 115 points including interview scores. All improvements constructed during the lease term will revert to County ownership upon termination. Key deadlines include a pre-proposal conference on September 12, 2025, at 10:00 a.m. with an immediate site tour, written questions due by September 16, 2025, at 4:00 p.m., and sealed proposals due by 2:50 p.m. on October 7, 2025, with public bid opening at 3:00 p.m. the same day. Proposals must be submitted to the Gwinnett County Financial Services Purchasing Division, 4th Floor, 75 Langley Drive, Lawrenceville, Georgia 30046, in the format of one original unbound single-sided proposal, one electronic copy, and five identical copies.
The lease is offered for an initial 25-year term with options for up to three additional 5-year renewal periods, not to exceed 40 years total, with a minimum acceptable monthly rent of $3,950, contingent upon the respondent completing all repairs identified in the facility condition assessment report prior to occupancy; the appraised fair market value rent is $28,843.75 per month. Rent will include Consumer Price Index adjustments every three years and market rent analysis adjustments every ten years. All respondents must comply with federal work authorization requirements through E-Verify, provide a Code of Ethics affidavit disclosing any relationships with Gwinnett County elected officials, and submit a Contractor Affidavit. Successful proposers must meet insurance and bonding requirements, including performance and payment bonds with an A.M. Best rating of A-5 or higher from companies licensed in Georgia and authorized by the Georgia Insurance Department, and must maintain comprehensive insurance coverage including general liability, auto liability, workers' compensation, and property insurance with Gwinnett County named as additional insured. The lessee assumes full responsibility for maintenance, utilities, landscaping, property taxes, and compliance with FAA requirements, the Airport's Minimum Standards, Master Plan, and Architectural Standards. The lease agreement is subject to existing subleases with restaurant and office tenants, and any proposed improvements must be approved by the airport authority. No specific set-aside designations for disadvantaged enterprises are noted in the solicitation documents, and the budget range is reflected in the monthly rent structure beginning at $3,950 with potential increases to the appraised fair market value of $28,843.75 per month through market adjustments.
