About this file

This is a Request for Proposal and Addendum issued by the Gwinnett County Airport Authority and Gwinnett County Board of Commissioners for the lease of a 2.386-acre site with existing improvements located at Gwinnett County Airport-Briscoe Field (LZU) in Lawrenceville, Georgia. The property is situated at 510 Briscoe Boulevard and includes a building with parking lot on the east side. A pre-proposal conference was held on September 12, 2025, at 10:00 a.m. at the property location, though attendance was not mandatory. Sealed proposals were due by 2:50 p.m. on October 7, 2025, with public bid opening at 3:00 p.m. the same day. Proposals must be submitted to the Gwinnett County Financial Services Purchasing Division, 4th Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Proposers must submit one original unbound single-sided proposal, one electronic copy, and five identical copies. Questions regarding the solicitation were due in writing to Michael Milstein, Purchasing Associate II, no later than September 16, 2025. Apparent bid results were to be available the following business day on the county website.

Proposers must provide lease terms including the proposed lease duration in years, square footage rate per year, annual rate, number and value of aircraft to be based on the leasehold, and market adjustment and CPI adjustment provisions. The County is willing to negotiate lease terms if the current agreement lacks provisions for early termination if the tenant disputes the base rental amount determined through Market Rent Analysis. Successful proposers must meet insurance and bonding requirements, including performance and payment bonds with an A.M. Best rating of A-5 or higher from companies licensed in Georgia and authorized by the Georgia Insurance Department. All proposals are legal and binding upon submission, and the County reserves the right to reject any or all proposals and waive technicalities. Proposers must comply with federal work authorization requirements through E-Verify, provide a Code of Ethics affidavit disclosing any relationships with Gwinnett County elected officials, and submit a Contractor Affidavit. The lease agreement is subject to existing subleases with restaurant and office tenants, and proposed improvements must be approved by the airport authority.

RP024-25

September 17, 2025 Addendum No. 1

RP024-25, Lease of 2.386 Acre Site with Existing Improvements at Gwinnett County Airport- Briscoe Field (LZU)

**The proposal deadline has been postponed to 2:50 P.M. on October 7, 2025.** Revisions:

R1. Please submit all proposals to the following address.

Mr. Michael Milstein, Purchasing Associate II 75 Langley Drive, 4th Floor, Nash Building Lawrenceville, GA 30046

Questions & Answers:

Q1. Is the parking lot on the east side of the building all included in the property?

A1. Yes the parking lot is included.

Q2. Can the restaurant grease disposal storage area be moved?

A2. Yes. Any proposed improvements would need to be approved by the airport as provided for in the lease.

Q3. Can the broken / rotted wooden ramp on the east side be removed by the existing tenant?

A3. No. It would be the new tenant’s responsibility to remove or repair the ramp.

Q4. Who controls Gate 235 access to the property ramp area? Does the gate currently work? Who maintains the gate?

A4. The gate on the lease is the tenant’s responsibility. Current condition and maintenance is unknown to staff.

Q5. Do all the subleases (restaurant, office tenants) expire at the same time? If so, is it the same date the primary lease expires?

A5. The County is not a party to the subleases and does not know the details of all the agreements. Section 13.5 of the current lease agreement for the property with the County states “No consent by Lessor to subleasing by Lessee of portions of the Leased Premises shall in any way relieve Lessee of any obligations to Lessor set forth or arising from this Agreement and a termination of Lessee’s rights hereunder shall ipso facto terminate all subleases. (emphasis added)”

Q6. How will the businesses of the current sublease tenants be affected if the building cannot be occupied until all upgrade work is completed?

A6. The new lessee will need to determine if they wish to allow the current sub-tenants to remain, and if they do, how they plan to accommodate them during upgrade work.

Q7. We understand that the rental rate will increase at 10 year intervals based on a Market Rent Analysis and there is a process laid out in section 4 of the sample lease agreement where tenant can hire their own MAI appraisar to perform its own MRA Analysis. However, will lease allow for tenant to terminate early if tenant does not agree with base rental amount ultimately determined?

A7. If the current lease does not have these provisions the county is willing to negotiate with the selected proposer.
