About this opportunity
Broward County Highway Construction and Engineering Division is requesting sealed bids on roadway widening, milling, resurfacing, raised curb median construction, sidewalk replacement, ADA upgrades, signing and pavement marking improvements, pedestrian signal upgrades, and mast arm installation along Royal Palm Boulevard from East of University Drive to Riverside Drive in Coral Springs, Florida, with bids due September 14, 2026. A pre-bid conference was held August 19, 2026. A 30% self-performance requirement applies to prime contractors, and DBE participation is encouraged on federal-aid work — while no project-specific goal is mandated, contractors must maintain an approved DBE Affirmative Action Plan (FDOT Form 275-030-11B) prior to contract execution.
The scope spans approximately 0.853 miles and includes roadway widening and resurfacing across three primary alignments (Royal Palm Boulevard, Riverside Drive, NW 89 Drive), construction of raised curb medians, removal and replacement of damaged sidewalk, ADA-compliant curb ramp and driveway upgrades to current standards, signing and pavement marking upgrades to meet current standards, pedestrian crossing signal upgrades, and mast arm installation at five identified locations. Geotechnical investigation identified four primary soil strata (topsoil, light brown sand with limerock, brown sand, and gray silty sand) with groundwater not encountered; material recommendations address stripping and compaction protocols. Existing utilities requiring coordination include water mains, irrigation lines, cable television, telephone conduits, storm drainage, and electric lines owned by the City of Coral Springs, AT&T, Advanced Cable Communications, Crown Castle, Comcast, Broward County Traffic, Verizon, and TECO.
The project is funded through Federal Highway Administration (FHWA) appropriations administered by the State of Florida Department of Transportation (FDOT) ($1.825 million) and Broward County Transportation Surtax Funds ($667,178), with the City of Coral Springs covering cost overruns up to $158,558 under a separate Joint Participation Agreement. Total estimated project cost is $2,492,178. Project completion is required by December 31, 2027. The contract is a definite-quantity, fixed-price vehicle with a potential 20% additional-quantity option at the same prices within one year of award. Award will be made to the lowest responsive, responsible bidder; prequalification by FDOT is required except for contracts of $250,000 or less. Davis-Bacon prevailing wage rates apply (FL20250241). Bid prices must remain firm for 90 days. A $50,000 annual pass-through allowance covers permits and inspections; no markup permitted on allowance items. The prime contractor must hold current Florida Department of Transportation Certificate of Qualification for Traffic Signal work at submittal and must perform at least 40% of total contract value without subcontracting. Questions are due by a specified date with responses provided through BPRO's Messages section. Joint ventures are permitted with appropriate licensing. All responses must be submitted electronically through BPRO with submission receipt confirmation required.
