About this file

This is a Trench Safety Act Requirement form for the Royal Palm Boulevard roadway project in Coral Springs, Florida, administered by Broward County Highway Construction and Engineering Division. The project scope includes widening, milling, and resurfacing of the roadway, constructing raised curb medians, removing and replacing damaged sidewalk, upgrading ADA curb ramps and driveways, upgrading signing and pavement markings, upgrading pedestrian crossing signals, and installing mast arms. The form must be completed and returned with the vendor's submittal or within three business days of the County's request; failure to comply may result in the vendor being deemed nonresponsive. Vendors are required to affirm awareness of Florida's Trench Safety Act (Sections 553.60-553.64, Florida Statutes) and compliance with OSHA excavation safety standards (29 C.F.R. Section 1926.650), which apply to any project involving trenches exceeding 5 feet in depth. All persons employed by the vendor and subcontractors are legally bound by this compliance obligation.

Vendors must identify and document anticipated methods and associated costs for compliance with applicable trench safety standards, including any special shoring requirements. The form provides separate sections for vendors to detail pricing on an open-end contract basis (with unit prices for linear feet and square feet) or a fixed contract basis (with quantities, unit prices, and methods). The project is funded through Federal Highway Administration (FHWA) resources via the State of Florida Department of Transportation (FDOT) and Broward County Transportation Surtax Funds. County or State licensing and bonding requirements apply, and vendors must submit all responses electronically through BPRO by the specified closing date to receive a submission receipt.

The completed form should be returned with the Vendor’s submittal. If not provided with the submittal, Vendor must submit the form within three business days after County’s request. Vendor may be deemed nonresponsive for failure to fully comply with the stated timeframes.

Florida Trench Safety Act, Sections 553.60 through 553.64, Florida Statutes, incorporates the Occupational Safety & Health Administration (OSHA) excavation safety standards, 29 C.F.R.
