About this opportunity

The City of Tucson is soliciting bids on an extensive and comprehensive catalog of roofing parts and supplies, ranging from everyday stocked items to special order materials, with proposals due July 29, 2026. The contract is subject to American Rescue Plan Act (ARPA) federal compliance requirements, including Executive Order 11246 equal employment opportunity and affirmative action obligations, non-debarment verification, the Byrd Anti-Lobbying Amendment, domestic preference for U.S.-manufactured goods, and maximum use of EPA-designated recovered materials. Contractors must comply with the Clean Air Act and Federal Water Pollution Control Act for purchases exceeding $150,000 and are prohibited from supplying telecommunications equipment from Huawei, ZTE, Hytera, Hikvision, or Dahua.

The scope comprises both stocked and special-order roofing materials, with a representative sample item list provided on the Price Page. The City retains sole discretion over quantities and types of items purchased throughout the contract term, making this an indefinite-quantity arrangement without preset procurement commitments.

The City of Tucson's General Terms and Conditions for Data Protection and Artificial Intelligence apply if the contract involves data handling or AI systems. These requirements include U.S.-based data storage with FedRAMP or StateRAMP Moderate certification or higher, encryption, multi-factor authentication, role-based access controls, security logs retained for a minimum of twelve months, prohibition of vendor use of City data to train AI models without written consent, annual penetration testing, breach notification within seventy-two hours (or per Arizona Revised Statutes within forty-five days), and AI FactSheets disclosing model types and training data sources. Vendors bear liability for subcontractor compliance and must obtain City approval before subcontractor engagement, provide thirty days' notice of subcontractor changes, and limit cost escalations to the lesser of the Consumer Price Index or three percent annually.

For purchases exceeding $100,000 involving mechanics or laborers, the Contract Work Hours and Safety Standards Act applies, requiring overtime compensation at 1.5 times the basic rate for hours exceeding 40 per week. Contractors must sign a lobbying certification for purchases over $100,000.
