About this opportunity

Tuolumne County is seeking qualified contractors to perform fuels reduction, mechanical site preparation, and associated treatments for reforestation on approximately 2,100 acres within the Stanislaus National Forest, authorized under a Master Stewardship Agreement with the USDA Forest Service and Yosemite Stanislaus Solutions (YSS) Collaborative. The project involves comprehensive site preparation work, including mastication, chipping, grapple piling, hand thinning, and hand piling across multiple contract units with varying acreages. Contractors must have at least three years of experience in forested environments, possess necessary permits and licenses, and provide all required labor, equipment, and supervision. The Request for Proposal (RFP) was issued on September 19, 2024, with proposals due by 4:00 pm on October 13, 2024, through the county's e-Procurement platform. A non-mandatory pre-proposal meeting is scheduled for October 1, 2024, at the Groveland Ranger Station, with contract award anticipated on October 17, 2024. The evaluation process will be conducted by a review committee using a weighted scoring method: 34% for qualifications and experience, 33% for service delivery/methodology, and 33% for reasonable cost of service.

While no specific set-aside designations are explicitly mentioned, the project does include a California Climate Investments (CCI) employment outcome reporting requirement for tracking job-related data, with special provisions for priority populations and disadvantaged communities. The contract has a targeted completion date of August 31, 2026, with potential extensions for four additional three-month periods. Although a specific award value is not directly stated, the project involves extensive site preparation across 2,100 acres with potential expansion based on funding availability. The county reserves the right to negotiate contract modifications and will prioritize contractors demonstrating success in meeting contract requirements. Funding is contingent on annual budget appropriations, and the project emphasizes environmental sensitivity, with detailed provisions for protecting streamcourses, sensitive plant species, and implementing careful forest restoration techniques following the Rim Fire.
