About this file

The document is a Spill Prevention and Reporting Procedures plan prepared by the Forest Service for a Fuels Reduction contract, specifically related to the Rim Fire Reforestation, Phase IV Site Prep project in Tuolumne County, California. The plan outlines comprehensive guidelines for handling, storing, and managing potentially hazardous materials such as oil, hydraulic fluid, and fuel during contract operations within National Forest land. It details specific prevention measures that the contractor must follow, including ensuring equipment maintenance, proper storage location agreement, and immediate removal of any spilled materials from forest lands.

The procedures specify detailed reporting requirements for any spills, mandating that the contractor take immediate action to prevent hazardous materials from entering stream courses and notify multiple designated contacts, including the Project Manager, Forest Service Representative, Hazardous Materials Coordinator, and Dispatch. For spills exceeding 100 gallons or those that could potentially reach stream courses, the contractor must notify the Environmental Protection Agency (EPA) and local state authorities. The plan also includes a provision that if total oil/oil product storage exceeds 1,320 gallons or any single container exceeds 660 gallons, the contractor must submit a detailed Spill Prevention and Countermeasure Plan certified by a registered professional engineer, in accordance with EPA standards.

General Nature and Type of Material Stored

Approx. Gallons Type Storage Type Material Purpose

General Prevention Measures

In addition to the above information, specific requirements to prevent a spill or minimize the impact are mutually agreed to by Forest Service and Contractor. These requirements include:

- Location shall be agreed to prior to storage.

- Purchaser shall insure all equipment is in good condition and has received proper maintenance to prevent spills. This includes transportation and storage equipment.

- All spills of oil, hydraulic fluid, diesel fuel, etc. as a result of improper maintenance of equipment (i.e. leaking) will be removed from National Forest land and deposited at an appropriate disposal site.

- All materials accumulated as a result of maintenance (i.e. oil filters, batteries, absorbent pads, etc.) will be removed from National Forest land and deposited at an appropriate disposal site.

Additional Prevention Measures

IF the total oil/oil products storage exceeds 1320 gallons or if any single container exceeds a capacity of 660 gallons, Contractor shall submit a Spill Prevention and Countermeasure Plan in accordance with EPA standards, including certification by a registered professional engineer.

In Case of a Spill

A spill is defined as the discharge of any oil or oil product, including hydraulic fluid and fuel (diesel or gasoline) which could be hazardous to the environment and may create a threat to public health and safety, wildlife, watersheds, and downstream property values.

Contractor will take immediate aggressive and reasonable action to prevent hazardous materials from entering a live stream. This can include, but is not limited to, straw, sand, and the construction of dikes or dams.

Contractor will immediately notify the people or organizations listed below.

Regardless of size or proximity to a stream course, all discharges of oil or other hazardous materials will be reported to one of the following individuals:

Name Phone

Project Manager:

Forest Service Representative:

Haz. Mat. Coordinator:

Dispatch:

They, in turn will notify appropriate agencies so a pollution response team can be activated if necessary.

In addition, spills that meet any of the following criteria must be reported to the Environmental Protection

Agency and State local authorities:

- All discharges of more than 100 gallons.

- All discharges which reach or would have reached, had they not been contained, perennial, intermittent and ephemeral streamcourses.

- All discharges which reach or would have reached streamcourses in time because of soil, vegetation, and potential run-off conditions and will have an adverse effect on down stream beneficial uses.

Notification to the EPA (phone 1-800-852-7550) will be done by the Contractor concurrent with initial spill response as determined by actual conditions.
