About this file

The document is an employment outcome reporting form from the California Climate Investments (CCI) program, developed by the California Air Resources Board (CARB), detailing comprehensive guidance for reporting job-related data for climate investment projects. The reporting requirement applies to state agency-funded projects meeting specific criteria, including those with total project costs exceeding $1,000,000 awarded after August 30, 2018, and projects using employment-related benefit criteria for priority populations. Grantees are required to collect and report employment information, with special provisions for subcontractors, using a standardized Excel template that captures detailed job characteristics such as job classification, education requirements, experience levels, and compensation details.

The program emphasizes transparency and accountability in tracking economic benefits of climate investments, with a particular focus on job creation and workforce development in disadvantaged and low-income communities. Funding sources include the Greenhouse Gas Reduction Fund (GGRF), and the reporting mechanism is designed to help the state track how Cap-and-Trade dollars are creating economic opportunities while facilitating greenhouse gas emission reductions. Reporting entities must use specific tools to identify priority population workers, including online mapping resources and household income threshold calculators. The program encourages comprehensive reporting of jobs across various sectors, with options for aggregated or individual job reporting, and provides detailed guidance on capturing job-related data to support legislative and public interest in understanding the economic impact of climate investments.

Read Me California Climate Investments Data Reporting California Climate Investments is a statewide initiative that puts billions of Cap-and-Trade dollars to work facilitating GHG emission reductions; strengthening the economy; improving public health and the environment; and providing benefits to residents of disadvantaged communities, low-income communities, and low-income households, collectively referred to as “priority populations.” Where applicable and to the extent feasible, California Climate Investments must maximize economic, environmental, and public health co-benefits to the State. CARB is responsible for providing guidance on estimating the GHG emission reductions and co-benefits from projects receiving monies from the GGRF. This guidance includes quantification methodologies, co-benefit assessment methodologies, and benefits calculator tools.

Accountability and transparency are essential elements for all California Climate Investments. The public needs to know how administering agencies are investing appropriations from the Greenhouse Gas Reduction Fund (GGRF) and what benefits are being achieved from those investments. The State agencies administering appropriations from the GGRF are responsible for collecting information on California Climate Investments projects information and submitting this information to the California Air Resources Board.

Why Does the California Climate Investments Program Collect Information on Employment Outcomes (Jobs)?

AB 1532 (Pérez, Chapter 807, Statutes of 2012; Health and Safety Code Sections 39711-39723) requires that funds from the Greenhouse Gas Reduction Fund be used to facilitate GHG emission reductions and, to the extent feasible, maximize economic, environmental, and public health benefits to the State. Jobs are one of the key indicators of the economic benefits of the California Climate Investments and there is a high level of interest in the job and job training benefits of California Climate Investments from the Legislature and public.

Who Should Report on Jobs?

The California Air Resources Board strongly encourages all grantees to report information on employment outcomes from awarded projects that provide jobs or job training. The State agencies administering California Climate Investments programs are required to submit employment information for any awarded project that meets the following criteria:

• Uses benefit criteria related to employment to count toward achieving the statutory investment minimums for priority populations; or

• The project was awarded after August 30, 2018 and the total project costs, including GGRF and other funding sources, exceed $1,000,000. This requirement does not apply to rebate programs or first-order subcontractors providing services to awardees totaling less than $100,000.

In most cases, the State agencies administering California Climate Investments programs collect information on employment outcomes (jobs) directly from funding recipients (grantees). Collecting information from the funding recipients improves data quality. Funding recipients may find that the employment information collected is readily available for projects where the funding recipients are already tracking employment data using standardized methods (e.g., certified payroll systems).

Are Grantees Required to Collect Employment Information from Subcontractors?

Many California Climate Investments projects are completed with the help of subcontractors. Grantees working with first-order subcontracts larger than $100,000 need to collect employment information from those subcontractors and any subesequent subcontracts stemming from that first-order subcontract. Collection of employment information from first-order subcontracts less than $100,000 is encouraged, but not required.

Figure 1 illustrates who would and would not be exempt from reporting under this provision under a hypothetical $5 million GGRF award. The entity receiving the $5M award would be required to report on jobs supported with GGRF dollars through their project. However, they would not be required to report on the jobs supported through the $99,000 subcontract with Subcontractor B, since it is less than $100,000. The $200,000 subcontract with Subcontractor A would have to report fully on all jobs supported, even those that are further subcontracted to Subcontractor A2, because the amount of the original subcontract dispersed by the awardee exceeded $100,000.

How to Report Employment Information The California Air Resources Board provides State agencies with an Excel reporting template to collect standardized employment information. Funding recipients reporting employment information to the State agency administering their program should provide information on all jobs associated with the implementation of the project, regardless of the funding source (e.g., GGRF, federal grant, match funds) for specific labor costs. Funding recipients should not report in-kind labor contributions unless part of a job training program that provides industry-recognized credentials. Projects that support multiple employees of a single position type can aggregate information on those positions into a single line-item (example: three bricklayers with similar credentials receiving similar pay would be reported in one row of the template). If a grantee opts for this choice, the grantee must use the worksheet titled, "Data - Grouped Option." Grantees can also choose to report each individual job as a single line-item. In this case, the grantee may use the worksheet titled, "Data - Individual Option" (or the "Data - Grouped Option" worksheet). Whichever worksheet a grantee opts to use, it is necessary for the grantee to complete all applicable columns in the chosen worksheet. (Note: It is not an option for a grantee to complete part of one worksheet and part of the other.)

Each line-item must be associated with a single project ID. Please enter the grant ID found in your CAL FIRE Forest Health Program grant agreement.
The Data Dictionary tab in this file contains detailed instructions on how to fill out each field.

Entering Information into the Jobs Reporting Template Among others, the following three fields have drop-down options:

1) Job Classification: to determine the industrial classification of the activities supported by the project by 2-digit North American Industrial Classification System (NAICS) code (Table 1).

2) Job Education Required: to identify the level of education required for the position (high school degree, apprenticeship or associate’s degree, four-year college degree, graduate degree).

3) Job Experience Required: to identify the approximate years of experience required for each position (less than 1 year, 1-2 years, 3-5 years, 5-10 years, more than 10 years).

The level of education and years of experience required for the position should be understood as the minimum qualifications for the job, as posted in an advertisement for that position. If a candidate would need a four-year college degree and 3-5 years of experience to apply for that position, awardees should select “Four-Year College” in the Job Education Required field and “3-5 Years” in the Job Experience Required field. These fields help the California Air Resources Board and other data users understand how jobs supported via California Climate Investments compare with similar jobs.

Priority Populations "Priority populations" are members of disadvantaged communities or low-income communities or households.

More specifically, priority populations include residents of: (1) census tracts identified as disadvantaged by California Environmental Protection Agency per SB 535; (2) census tracts identified as low income per AB 1550; or (3) a low-income household per AB 1550. The 2018 Funding Guidelines for Agencies Administering California Climate Investments for more information on the definitions of priority populations available at: arb.ca.gov/cci-fundingguidelines To identify whether a worker is considered a member of a priority population, please use the tools provided at https://www.arb.ca.gov/cc/capandtrade/auctionproceeds/communityinvestments.htm To identify whether a worker meets the first two priority population designations, use the “Priority Population Maps” feature and enter the worker's address into the search bar. The map will identify where addresses overlap disadvantaged and low-income communities. To identify whether a worker meets the third priority population designation, please use the "Low-income households" tool to determine whether the household meets the threshold based on the worker’s home county and household size.

Initial Quality Check

Thank you very much for taking the time to complete this form.
To help facilitate your reporting, initial results from an automated quality check are below. For general information about common questions, an FAQ and training recording are available at https://www.fire.ca.gov/grants/forest-health-grants/forest-health-grantee-resources/. If you have any questions or comments after reviewing this guidance, please feel free to include them below or by email. Once you submit your report, CAL FIRE staff will review it and let you know of any needed corrections or clarifications. You may also receive follow-up questions after CARB has reviewed the final data. Please note that you may receive follow-up questions even if the automated quality check does not identify any apparent errors or discrepancies.
Neither the table in the 'Individual Option' nor in the 'Grouped Option' sheet is filled in.

Job ClassificationSelect From List.Industrial sector that best classifies the job funded by the GGRF project, as defined by the North American Industrial Classification System (NAICS), at the 2-digit level. For guidance, refer to the U.S. Census Bureau NAICS Manual: https://www.census.gov/naics/

Job Experience RequiredSelect From List.Estimate of the years of experience required to perform the activities undertaken by this job, as would be advertised for a vacancy announcement for this position (less than 1 year, 1 to 2 years, 3 to 5 years, 5 to 10 years, more than 10 years). The number years needed to acquire the required level of education (e.g. 4 years for a college degree) do not count toward the years of job experience required.
Job Training CredentialsText. If the project funded job training, description of the job training credentials earned as a result of the training (e.g., certification, license, degree).
Number of Jobs ProvidedInclude value only, do not include text.Number of all jobs that resulted from the GGRF project, including workers employed by the project implementers (e.g., local providers) and workers employed by contractors performing work funded by the GGRF. The description of jobs that need to be reported is based on information from: (1) CARB Funding Guidelines; and (2) ACEEE f1501, "Verifying Energy Efficiency Job Creation: Current Practices and Recommendations," Sept. 2015, page 18 (http://aceee.org/sites/default/files/publications/researchreports/f1501.pdf). Don't include jobs held by State administering agency staff. Report jobs in units of full-time equivalent (FTE) employment. Full-time equivalent (FTE) employment means the total number of regular straight-time hours worked (i.e., not including overtime or holiday hours worked) by employees divided by the number of compensable hours applicable to each fiscal year. For example, if there are 5 full-time employees (5 x 2080 hrs = 10400 hrs) and 3 part-time employees (3 x 1040 hrs = 3120 hrs), the total hours worked are 13520 hrs and FTE = 13520 hrs/2080 hrs = 6.5, assuming the standard number of compensable hours is 2080 hrs/yr (52 weeks/yr x 40 hrs/week). Annual leave, sick leave, compensatory time off and other approved leave categories are considered "hours worked" for purposes of defining full-time equivalent employment. Round to one decimal place.
