About this opportunity

The Rhode Island Department of Emergency Management is soliciting proposals through the Division of Purchases for a Type 1 Mobile Emergency Operations Center vehicle under RFP 27007067, with a non-mandatory pre-proposal conference on November 5, 2026 at 10:00 a.m. EST and proposals due November 24, 2026 at 1:00 p.m. EST. Rhode Island's ISBE participation program is a scored evaluation factor rather than a set-aside: proposals must include an ISBE participation plan form, and credit applies only to vendors and subcontractors certified by the State as MBEs or WBEs or by the Governor's Commission on Disabilities as Disability Business Enterprises.

Under the ISBE form, MBE and WBE subcontractors must be certified at bid submission. Subcontractors earn participation credit only by self-performing 100% of assigned work or by subcontracting exclusively to other Rhode Island-certified MBEs. Vendors that omit detailed descriptions of work or materials at submission receive zero percent MBE participation credit. Separate forms are required for each certified subcontractor or supplier, and both prime and subcontractor must certify under penalty of perjury.

The vehicle must serve as a self-contained, rapidly deployable command center supporting localized command and control, multi-agency interoperability, dispatch center operations, and real-time situational awareness during major events in Rhode Island. The Type 1 classification is defined by the FEMA Resource Typing Definitions attached to the solicitation. Bidders must submit a supplemental bidder attestation certifying no conflicts of interest under Rhode Island General Laws Chapter 14 of Title 36 and no material participation in RFP development. Vendors must be registered in Ocean State Procures.

The required insurance program includes general liability of $1 million per occurrence and $3 million aggregate, commercial auto liability of $3 million, technology errors and omissions of $5 million, cyber and privacy coverage of $5 million, emergency services errors and omissions of $2 million per occurrence and $3 million aggregate, commercial auto physical damage of $1 million, workers compensation, inland marine floater coverage, and umbrella liability ranging from $5 million to $10 million depending on coverage scope.

The initial term runs approximately three years beginning January 4, 2027, with up to two additional 12-month renewal options at the State's sole discretion based on vendor performance and fund availability. The State withholds a 0.33% contract administrative fee from all invoices. Pricing must be firm and fixed unless otherwise indicated, and proposals remain irrevocable for 180 days following the opening date.

Proposals will be evaluated on technical merit, cost, and ISBE participation, with scoring detailed in the Agency Solicitation Specifications document. Proposals must be submitted electronically through Ocean State Procures and include a technical proposal, cost proposal, supplemental bidder attestation, and ISBE participation plan form. Pre-proposal conference registration requires an email to Judith.Ruggiero@purchasing.ri.gov to receive the Microsoft Teams link, and questions are due through Ocean State Procures by November 14, 2026 at 1:00 p.m. EST.
