o Mobile Command Post Experience: Documented experience of the core team in the successful construction, integration, and delivery of Mobile Command Posts or Emergency Operations center vehicles for local, state, or federal public safety entities.

• Evaluation & Measurement: Staff Qualifications will be evaluated on depth of their team’s experience with emergency vehicle manufacturing, relevant professional certifications (e.g., PMP, EVT, ASE, or specialized communications certifications), and the percentage of time key staff will be dedicated to this specific contract.

B. Capability, Capacity, and Qualifications of the Vendor

Please provide a detailed description of the Vendor’s corporate profile, manufacturing infrastructure, and specialized expertise in the design, building, and technological equipping of Mobile Command Posts.

• Required Criteria:

o Manufacturing Infrastructure: Description of the vendor’s physical manufacturing facility, quality control protocols, and capacity to handle a custom vehicle built within the required timeline without production bottlenecks.

o Warranty and Service Center: Identify the factory-authorized warranty and service center with emergency vehicle technicians (EVT) and ASE certifications located within 100 miles of the State of Rhode Island.

2023-1.v3.04082026 RFP – Agency Solicitation Specifications Page 3 of 6 Revised 4/8/2026 o Past Performance: A proven track record of delivering custom public safety command vehicles that feature complex power generation, climate control, and ruggedized communication systems.
