About this opportunity

The State of Oregon Department of Administrative Services is announcing its participation in the RFxPremier Data Communications cooperative purchasing Master Agreement, led by the State of Montana, with a notice-of-intent-to-participate deadline of July 10, 2026 and Participating Addenda effective July 13, 2026.

Oregon intends to establish Participating Addenda with 14 awarded contractors (or selectively with those whose offerings meet Oregon's needs) to enable procurement of data communications hardware, software, and services — including OEM solutions for developing, establishing, maintaining, securing, and expanding data communications networks. The Master Agreement term runs seven years from September 30, 2026 through September 30, 2033, with an option to renew for three additional years by mutual agreement.

The Participating Addenda will be available to all Eligible Entities under the Oregon Cooperative Procurement Program, including state agencies, K-12 schools, institutions of higher education, cities, counties, districts, political subdivisions, quasi-governmental entities, healthcare institutions, transportation districts, tribes, tribal organizations, and nonprofits.

Contractors must carry Professional Liability Insurance of not less than $5 million per claim, Commercial General Liability Insurance of not less than $2 million per occurrence with $4 million annual aggregate, and Automobile Liability Insurance with combined single limits of not less than $1 million. All services must be performed entirely within the United States with no offshore hosting, development, maintenance, or technical support; personnel must be U.S. citizens or hold valid work authorization visas. Data must comply with NIST SP 800-53 "Moderate" security controls and Oregon's Level 3 Information classification. Contractors must submit volume sales reports and remit a 2% administrative fee to Oregon. Compliance with Davis-Bacon, Buy American, Clean Air and Water Act, debarment certifications, and John S. McCain National Defense Authorization Act telecommunications restrictions is required.
