About this opportunity
South Jordan City is seeking to pre-qualify at least five construction contractors through a Request for Statement of Qualifications (RFSQ) for a two-year period to perform various municipal construction projects with individual task orders not exceeding $250,000. The procurement encompasses three primary service categories: Streets work including curb and gutter installation/removal/replacement, concrete work in alleyways/parks/roadways, ADA ramp installation, sidewalk work, and asphalt patching; Storm Water infrastructure including repair, installation, replacement, and removal of box-inlets, manholes, storm pipes, spillways, basins, underground chambers, wells, ditches, streams, pump stations, and treatment structures; and Water services including emergency waterline repairs, water main replacement/installation, meter and PRV vault work, canal check dams, weir replacement, and pump house work. Qualified contractors must demonstrate a minimum of five years of experience in similar construction services and documented knowledge of APWA, South Jordan City, and UDOT standards. Required submissions include a Statement of Qualifications portfolio (up to five pages), contractor contact information, valid contractor's license, and proof of Workers Compensation and General Liability Insurance with minimum coverage of $2,000,000 combined single limit per occurrence and $3,000,000 aggregate. The evaluation committee will score qualifications based on Experience & Minimum Requirements (60% weight), Prior Projects & Performance (30% weight), and Staff Qualifications (10% weight), with awards made to the highest-scoring responsive contractors. The submission deadline is May 7, 2026, with all qualifications submitted electronically through the State of Utah's BONFIRE procurement portal at https://utah.bonfirehub.com/. Once pre-qualified, selected contractors will be invited via email to submit competitive quotes for specific projects as they are identified by the City.
The RFSQ document does not specify any set-aside designations, disadvantaged enterprise restrictions, or minority/women-owned business enterprise (MWBE) requirements. No incumbent vendors or current contractors are identified in the procurement materials. There is no mention of specific existing infrastructure or technology systems requiring contractor integration beyond the requirement to comply with APWA, South Jordan City, and UDOT standards. The procurement does not establish a total budget or award value; rather, individual task orders are capped at $250,000, with the total potential expenditure dependent on the number and scope of projects identified during the two-year qualification period. The City reserves the right to reject any or all qualifications and to re-advertise if deemed in the City's best interest, and a minimum of three pre-qualified contractors willing to quote services must be maintained; failure to sustain this minimum will trigger a new RFSQ issuance.
